HomeMy WebLinkAbout02-24-1983MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA February 24, 1983 Following a tour of the Edvard Munch exhibit at Newport Harbor Museum, Evelyn Hart, Mayor of the City of Newport Beach, called to order a meet- ing of councilmembers, staff and public from the cities of Costa Mesa, Irvine, Newport Beach, and Santa Ana, at 7:46 p.m., in the Community Room of the Newport Center Branch Library, 850 San Clemente Drive, Newport Beach. Santa Ana Councilmembers present were R. W. Luxembourger, J. Ogden Markel, Patricia A. McGuigan, and Mayor Gordon Bricken. Also present were City Manager A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy. Councilmembers John Acosta, Daniel E. Griset, and Alfred C. Serrato were absent. INTER-CITY LIAISON COMMITTEE Herman Basmaciyan of Basmaciyan- 5-YEAR TRANSPORTATION STUDY Darnell, Inc. outlined the basic premise of a 5-year transporta- tion study, for Central Orange County involving the cities of Costa Mesa, Irvine, Newport Beach, and Santa Aha, i.e., that no funding would be available for capital improve- ments proposed in the CENTROCCS study other than that available in the City budgets of the cities involved in the project; and that basic travel behavior patterns for the area would not change. He further discussed growth projections for the major land uses in the area, and estimates of trip-making based on those projections. In response to a specific ques- tion relative to the John Wayne Airport, Mr. Basmaciyan indicated that his firm anticipated no major change in that facility, and reported his studies indicated approximately 15,000 trips per day were generated at the airport out of 1.3 million per day for the CENTROCCS area. A1 Hollinden gave a slide presentation which reinforced Mr. Basmaciyan's statements regarding funding. Through a slide presentation, he demon- strated how inflation was eroding gas tax revenues, resulting in decreased purchasing power for capital improvements in each of the four cities. He suggested that, realistically, possible revenue sources for roadway construction might be available from the State Motor Fuel Tax, City parking fees, additional sales tax, development fees, and assessment districts. He added that trip ends might be utilized as the basis to calculate developer and/or assessment district fees. Both Mr. Basmaciyan and Mr. Hollinden responded to questions and comments from the council- members present. Mayor Bricken announced to the assembled group that Santa Ana had been awarded the distinction of an All-America City Award by the National Municipal League.
