OF THE CITY COUNCIL OF THE ~ITY OF
SANTA ANA, CALIFORNIA
April 12, 1983
The meeting was called to order at 7:40 p.m. by Mayor Bricken in the
City Council Chambers, 22 Civic Center Plaza. Councilmembers present
were John Acosta, Daniel E. Griset, R. W. Luxembourger, J. Ogden Markel,
Patricia A. McGuigan, Alfred C. Serrato, Mayor Gordon Bricken, and
Councilmembers-elect P. Lee Johnson and Daniel H. Young. City Manager
A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the Council
Janice C. Guy were also present.

CERTIFICATION OF CANVASS
OF ELECTION
as follows:
Clerk of the Council Janice C. Guy
presented the Certificate of
Canvass completed April 8, 1983,
confirming the election results
R. W. Luxembourger elected to represent Ward 2 by a total
of 5,314 votes for the term endi'~g in NoVember, 1986.
P. Lee Johnson elected to represent Ward 4 by a total
of 2,969 votes for the term ending in November, 1986.
Daniel H. Young elected to represent Ward 6 by a total
of 2,849 votes for the term ending in November, 1986.
Proposition A - Council Election by Ward, was defeated by
the following vote: Yes - 2,375; No - 4,484.
Proposition B - Boards & Commissions Terms, passed by
the following vote: Yes - 4,160; No - 2,378.
The total number of ballots cast was 7,136, representing 10.7% of the
total number of registered voters, 66,505.
RESOLUTION NO. 83-42
ELECTION RESULTS
ADOPTED
MOTION was made by Luxembourger,
seconded by Serrato, to adopt
the following resolution:
RESOLUTION NO. 83-42 - A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA ANA DECLARING THE RESULTS OF THE
1983 GENERAL MUNICIPAL ELECTION.

WHEREAS, the City Council of the City of Santa Ana did, by Ordi-
nances NS-1666 and NS-1667, dated January 3, 1983, call for a general
municipal election to be held in the City of Santa Aha on April 5, 1983
to fill the offices of members of the said Council to be nominated from
Wards Two, Four and Six of the City of Santa Ana; and
WHEREAS, in addition, pursuant to the said ordinances, the follow-
ing propositions were submitted to the' voters of the City at said election:
PROPOSITION A - ELECTION BY WARD. Shall Section 400 of the Charter
be amended to provide that each councilmember shall be elected by
the vote of only those electors of the ward from which such council-
member was nominated, rather than elected by the vote of the electors
of the city at large?
PROPOSITION B - BOARDS AND COMMISSIONS. Shall Section 901 of the
Charter of the City of Santa Ana be amended to provide that the
terms of members of City boards and commissions which are established
by the Charter or by ordinance of the city council shall run
concurrently with the terms of the city council members?
WHEREAS, this Council did, by its Resolution No. 82-176, dated
December 20, 1982, direct the Clerk of the Council to canvass the returns
of the said election pursuant to Section 22932.5 of the Elections Code
of the State of California; and
WHEREAS, the Clerk of the Council has completed the canvass of
the returns of the said election and has certified the results thereof
to this Council;
NOW, THEREFORE, BE IT RESOLVED BY T~E CITY COUNCIL OF THE CITY
OF SANTA ANA, AS FOLLOWS:
1. That the abovesaid election was duly held on April 5, 1983.
2. That the results of the said election, including the whole number
of votes cast in the city, the names of the persons voted for, the measures
voted upon, what office each person was voted for, the number of votes
given at each precinct to each person and for and against each measure, and
the number of votes given in the city to each person and for and against
each measure, are as set forth in that certain "Statement of Results,
Regular General Municipal Election of the City of Santa Ana, April 5, 1983"
on file in the office of the Clerk of the Council of the City of Santa Ana,
incorporated herein by this reference as though fully set forth.
3. That, based upon the said results, the following persons are de-
clared elected to the following respective offices, for four-year terms
commencing April 12, 1983:
ROBERT W, LUXEMBOURGER, Member of the City Council of the City of
Santa Ana from Ward Two.
P. LEE JOHNSON, Member of the City Council of the City of Santa Ana
from Ward Four.

DANIEL H. YOUNG, Member of the City Council of the City of Santa Ana
from Ward Six.
4. That the votes of a majority of all of the voters voting at said
election upon Proposition A were cast against the adoption of said proposi-
tion, and said proposition is hereby declared to have been rejected at said
election.
5. That the votes of a majority of all of the voters voting at said
election upon Proposition B were cast in favor of the adoption of said
proposition, and said proposition is hereby declared to have been carried
out at said election.
Adopted this 12th day of April, 1983, by the following vote:

further reflected on his two years as Mayor of Santa Ana and introduced
members of his family seated in the audience.

administration of the Oath of Office to new Councilmembers P. Lee Johnson
and Daniel H. Young. The new Councilmembers then took their places at
the Council dais and retiring Councilmembers Markel and Serrato stepped

ELECTION OF MAYOR The Clerk of the Council accepted
the nomination by Bricken of
R. W. Luxembourger as Mayor.
MOTION was then made by Acosta,
seconded by McGuigan to close the nominations.

Councilmember Luxembourger was elected Mayor by acclamation.

At 8:12 p.m., Council reconvened
with all members present.
Mayor Luxembourger commended Mayor Bricken for his dedication to the City
of Santa Ana while serving as Mayor.
