HomeMy WebLinkAbout05-11-1983MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA May 11, 1983 The meeting was called to order by Mayor R. W. Luxembourger at 5:34 p.m., in Room 831, City Hall, 20 Civic Center Plaza. Councilmembers present were P. Lee Johnson, Patricia A. McGuigan, Dan Young, and Mayor R. W. Luxembourger. Also present were City Manager A. J. Wilson, City Attorney Edward J. Cooper, Clerk of the Council Janice C. Guy, and the chairmen of the City's various boards and commissions. Councilmember Daniel E. Griset arrived at 5:49 p.m.; Councilmembers John Acosta and Gordon Bricken were absent. The City Manager provided a brief overview of staff's efforts relative to the development of Santa Ana as a "quality urban center," explaining the bases of the plan were economic development, neighborhood enhancement, a quality image for Santa Ana and a quality urbane lifestyle. He described sub-programs for each of the four areas and emphasized the need for a coordinated planning strategy which considered all the areas simultaneously. He explained that much had been accomplished through the recent completion of the General Plan, the establishment of the new redevelopment areas, the identification of specific neighborhoods within the City, and the designation of transportation corridors. The Mayor requested assistance from the assembled chairmen in "selling" the City, emphasizing that Santa Ana still had numerous problems to be overcome, but expressing his belief that Santa Ana's negative image could be dispelled with a "grass roots" effort. The chairmen then provided an update of their respective boards and commis- sions and expressed a few of their concerns, among them, the desire of the Cultural Heritage Evaluation Committee to coordinate with and assist the other boards and commissions in the City, the need for continuation of an architectural review process in light of that board's scheduled discontinua- tion in the near future, the possible need for outside counsel for the Code Appeals Board, a clearer definition of the role of the Housing Commission, and the low per capita expenditure for the Library. At 7:30 p.m., the meeting was adjourned by unanimous informal consent to 12:00 Noon on May 16, 1983, in Room 831, City Hall, 20 Civic Center Plaza. /~nice C.
