OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
June 20, 1983
The meeting was called to order at 12:20 p.m., in Room 831, City Hall,
20 Civic Center Plaza, by Mayor R. W. Luxembourger. Councilmembers
present were John Acosta, P. Lee Johnson, Dan Young, and Mayor R. W.
Luxembourger. Also present were City Manager A. J. Wilson, City
Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy.
Councilmembers Patricia A. McGuigan, Daniel E. Griset and Gordon Bricken
arrived at 12:48 p.m., 1:51 p.m., and 3:20 p.m., respectively.
BUDGET REVIEW SESSION
The CityManager presented an overview of the 1983-84 Santa Ana budget,
indicating the sources of funds for the operating and capital budgets,
and reviewed briefly the percentages spent on various services delivered
by the City such as R~creation & Parks, Housing, Transportation and
Public Safety. The Manager discussed the cost of City services per
dwelling unit per year and demonstrated with pie charts how these costs
had changed over the past five years. The Manager then reviewed budget
expenditures by departmental programs, and responded to Councilmembers'
questions. Extended discussion took place regarding Emergency Medical
Services.
Councilmembers expressed their concerns relative to Consent Calendar
items on the upcoming agenda.
At 3:32 p.m., the meeting was informally adjourned.

The meeting was called to order by Mayor R. W. Luxembourger, at 3:42 p.m.,
in City Council Chambers, 22 Civic Center Plaza. Councilmembers present
were John Acosta, Cordon Bricken, Daniel E. Griset, P. Lee Johnson,
Patricia A. McGuigan, Dan Young, and Mayor R. W. Luxembourger. Also
present were CityManager A. J. Wilson, City Attorney Edward J. Cooper,
and Clerk of the Council Janice C. Guy.

Councilmember Acosta registered a "no" vote on item #2D. Councilmember
Johnson registered a "no" vote on items #8B and #8C. Mayor Luxembourger
registered a "no" vote on item #8C. Items #8E and #9C were continued to
July 5, 1983. Items #13C6 and #13C7 were deleted from the agenda.
Items #12A, #19B, #20B and #20C were removed from the Consent Calendar
for discussion. Items #12F and #19F were added to the agenda.

Angeles, representing Joan Irvine Smith, inquired as to the action on
item#45 on the Council agenda of June 20, 1983. Mr. Amante was referred
to the Clerk of the Council.
Scott Richard Bowen, 2428 N. Valencia, addressed Council with regard to a
complaint he wanted to file with the Santa Ana Police Department, which he
said would not be taken from him. The City Attorney received Mr. Bowen's
complaint personally, and indicated said complaint would be forward to
the proper authority.

Councilmember Bricken inquired as to the feasibility of replacing the
public microphone in the Council Chambers.
Councilmember Johnson inquired as to the possibilityof computer
rentals in the City libraries. Councilmember Johnson also asked that
the Civic Center Parking Lot problem be remedied, and that a meeting
be set up involving the Council and Santa Ana Unified School District
Board.
Vice Mayor Griset requested background information on the Private
Industry Council nominations.
Councilmember Acosta inquired relative to the report on food vending
vehicles on the Council Referral list and also requested monthly Police
status reports be sent to him. The City Manager stated that he would have
a report on the Council Referral item ir~ediately.

slum landlord issue.
Mayor Luxembourger referred to a memo he passed out to Council regardirg
