HomeMy WebLinkAbout06-30-1983 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA June 30, 1983 The joint meeting of the Santa Aha City Council and the Santa Ana Unified School District Board of Education was informally convened at 6:09 p.m. in the Community Room, Newhope Branch Library, 122 N. Newhope Street. Present from the City of Santa Aha were Councilmembers John Acosta, Daniel E. Griset, P. Lee Johnson, Patricia A. McGuigan, Dan Young and Mayor R.W. Luxembourger. Also present were Assistant City Attorney Richard Lay and Clerk of the Council Janice C. Guy. Present from the Board of Education were President Ray Warren and Boardmembers Mary Pryer, Joan Wilkinson and James Richards. Also present from the Board of Education staff were Superintendent John Dunworth, Pat Browning, Anthony Dalessi and Charlotte Davis. Councilmember Gordon Bricken arrived at 6:40 p.m. and City Manager A. J. Wilson at 6:42 p.m. Wayne Rash, a member of the local press, was also present. Following refreshments, the meeting was formally called to order by Mayor R.W. Luxembourger at 7:03 p.m. The Mayor led the assembled group in the Pledge of Allegiance, followed by an invocation by Councilmember Bricken. Dr. Anthony Dalessi gave a slide show presentation on Santa Ana and Santa Ana Unified School District demographics, noting in particular the increase in pupil population (and in the limited English speaking population) which which had led to crowded schools, an increase in the number of year-round schools, and overcrowding at Santa Aha High School. He added that the School District anticipated continued growth. President Warren expressed the need to understand the City's development program, particularly those areas which might impact the School District. Councilmember John Acosta left the meeting at 7:39 p.m. City Manager A. J. Wilson outlined the City's redevelopment areas, noting the original downtown project and pointing out four new areas recently adopted--the Inter-City Commuter Station, South Main Street, North Harbor Boulevard and South Harbor Boulevard project areas. He delineated the City's commercial centers linked by multi-use corridors along which were anticipated an increase in densities. He also indicated that 20 percent of the funds generated as a result of the tax increment from the redevelopment project areas would be allocated to neighborhood improvements. Boardmember William May joined the meeting at 7:55 p.m. Mayor Luxembourger expressed the need to plan ahead for the long-term future and to improve communications between the two agencies present. The City Manager indicated that a joint City/School task force was in the formative stages and would consist of Boardmember James Richards, Councilmember P. Lee Johnson, the principal of Greenville School and probably Pat Browning, the Assistant Superintendent of the School District. Councilmember Johnson expressed the hope that a meeting would be set up for this group within the next two weeks. CITY COUNCIL MINUTES 205 June 30, 1983 At 8:24 p.m., the Council recessed and reconvened at 8:50 p.m., with al! members present except Acosta. Councilmembers then commented on the need to identify common goals and objectives of the City and School Board, with Councilmember Bricken specifying needs to develop an Education Element as part of the City's general and long-range plans, to solve the overcrowding problems at Santa Aha High School, and to improve access to that facility. Councilmember Griset suggested that both the Council and School Board relinquish roles as "guardians" and take on the role of "guides" to the future. The City Manager identified three specific tasks for the Task Force including the traffic situation at Santa Ana High School, the Education Element including the need to define the scope of work through the services of a consultant, and the necessity of seeking "1990" solutions to the current problems facing the School District.
