OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
July 5, 1983
The meeting was called to order at 12:25 p.m., in Room 147, City Council
Chambers, 22 Civic Center Plaza, by Mayor R. W. Luxembourger. Council-
members present were Daniel E. Griset, P. Lee Johnson, Patricia A.
McGuigan, Dan Young, and Mayor R. W. Luxembourger. Also present were
City Manager A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of
the Council Janice C. Guy, as well as members of the City's Executive
Management staff. Councilmembers John Acosta and Gordon Bricken joined
the meeting at 12:30 p.m., and 1:40 p.m., respectively.
BUDGET REVIEW SESSION
The City Manager advised the Council that the failure of the State to
adopt its budget was causing uncertainty for local governments, including
Santa Aha. He cited the possible loss of State subventions, and a possible
redistribution of the property tax between cities and counties as factors
contributing to a shortfall. He noted that, at the present time, an
increase in the State sales tax had not been approved and indicated that
should Santa Ana lose funding from any of the aforementioned sources, the
Council would have some difficult decisions regarding allocations in the
City's budget. The Manager mentioned that one possible source of revenue
was an increase in the property tax which could be adjusted upward by one
percent plus any debt existing prior to the imposition of Prop 13,. and
added that the City's pension debt met this requirement. He also indicated
that the Council might wish to consider raising the transient occupancy
tax.
Following the Manager's summary relative to funding problems, the Council
reviewed the Recreation and Parks' budget, noting the loss of ten part-
time positions in the department. The Director of Recreation and Parks
responded to Councilmembers' questions, and in response to an inquiry
relative to commercial ventures in City parks, the Councilmembers indicated,
by general consensus, a desire to increase commercialism in order to
make parks more self-supporting.
The Council reviewed the Fire Department budget; the City Manager briefly
overviewed the positions and noted that the equipment reserve fund was
being maintained. Councilmembers expressed their concerns relative to
possible loss of the City's Class 1 fire rating, and inquired as to what
methods might be utilized to maintain the City's fire services at the
current standards. The Mayor suggested improving the building code,
"civilianizing paramedic services," possible installation of fire assess-
ment districts and Councilmember Johnson suggested an investigation of
imposing charges for negligently caused fires. The Fire Chief responded to
Councilmembers' questions.
The Council recessed at 1:53 p.m., and reconvened at 2:09 p.m., with all
members present.

Council next reviewed the Police budget, noting the loss of 12 personnel,
and expressed concern with this decrease. Councilmember Johnson suggested
that the City make an effort to establish closer ties with the Court
system, for the purpose of informing the judges of the cost of Police
enforcement and the need to increase fines for repeat offenders. By
general consensus, the Council instructed staff to begin the proper
background analysis prior to City representatives meeting with rep-
resentatives of the Court system. The Police Chief responded to Council-
members' questions.
The Council reviewed the Public Works budget; Councilmember Young requested
that staff investigate new alternatives that would make the economics of
providing public services in this area more feasible, indicating the need
for a possible increase in outside contracting for services, and the need
for new combinations of contracted services, as well as longer contracts.
Councilmember Bricken suggested that the establishment of a municipal
corporation be investigated.

Thomas Ferrier, 521 So. Birch, expressed his concern regarding the need
for installation of a traffic signal at First and Garfield.
Dale Conner, 4901 Maurie, stated that City of Santa Ana Ordinance NO.
NS-1618 was in conflict with Section 5050 et seq. California Vehicle Code,
and expressed his concern that City of Santa Ana Police officers were
entering onto his property illegally trying to destroy collectible
automobiles in his backyard. By unanimous informal consent, the matter
was referred to staff, and enforcement temporarily abated for two weeks.
Scott Bowen, 2428 N. Valencia, requested to see a report from the Police
Department which he stated contained false information. The City Attorney
stated that releasing the report would be unlawful, and that Mr. Bow~n
might seek legal counsel, should he care to pursue this matter.

Councilmember McGuigan stated that the Santa Ana winds would be defending
their championship in August in New Orleans, and requested that they be
allowed to use the Stadium for rehearsal purposes. The Director of
Recreation & Parks stated that he would work with the Winds in the use of
the stadium. Councilmember McGuigan also co~mended staff who participated
in the July 4th All-America City Celebration.
Councilmember Bricken left the meeting at 4:21 p.m.
Councilmember Acosta requested a staff report on an incident that
occurred at the train station last week. The City Manager stated that he
would provide a report.
Councilmember Johnson stated that he was very impressed with Police
Service Officers and Park Rangers who were at the All-America City
Celebration on July 4. Councilmember Johnson requested that a report on a
hazardous materials unit for the Fire Department be placed on the Council
Referral list.
Vice Mayor Griset reported that the State Transportation Conmission
approved Orange County program funding which included overcrossings at
1st, 4th, Grand and 17th Streets for the Santa Ana Freeway.
Mayor Luxembourger requested a financial report on the All-America City
Celebration activity at the Stadium.
Councilmember Johnson asked for an update on his Council Referral No.
83-16 concerning the airport. The City Manager stated that he would have
a report by the end of the month.

Council recessed to the Housing Authority at 4:27 p.m., and reconvened at
4:28 p.m.
The City Manager reported that a ~ article which had appeared in
the July 5 morning edition had acknowledged the long-term service of Jack
Lynch, enployee at the Santa Ana Zoo.

At 4:35 p.m., the Council recessed to Executive Session and reconvened at
5:20 p.m., with all members present, except Councilmember Bricken. The
Council inmediately recessed to dinner at Prentice Park Zoo, 1700 E. First
Street.
No action was reported out of Executive Session.
Following dinner, at 7:45 p.m., the Director of Recreation & Parks
introduced the Recreation & Park staff members present. Mayor
Luxembourger presented a City cup to Claudia Collier, who accepted this
memento on behalf of Jack Lynch, Associate Curator, at the Zoo, who had
completed 31 years of service with the City. The Mayor expressed his
appreciation to the staff for its excellent hospitality. FILE 120.35
