MINUTES OF THE ADJOURIq~D REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA July 18, 1983 The meeting was called to order by Mayor R. W. Lux~m~ourger at 12:38 p.m., in Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembers present were Daniel Eo Griset, P. Lee Johnson, Patricia A. McGuigan, Dan Young, and Mayor R. W. Luxembourger. Also present were City Manager A. J. Wilson, Assistant City Attorney Richard lay, and Clerk of the Council Janice C. Guy, as well as members of the City's Executive Management Teamand the press. Councilm~mbers John Acosta and Cordon Bricken arrived at 12:41 p.m., and 2:38 p.m., respectively. BUDGET REVIEWSESSION The City Manager announced that the budget session would consist of three activities: an update on revenue sources, continued review of departmental programs, and an overview of the capital improv~nent program. He indicated that the State budget problems had not yet been resolved, with the result that the City could not predict its revenues with certainty. He noted that legislation had been prepared by the City Attorney to finance the City's pension costs through installation of an additional tax, and also suggested that the Council might wish to consider increasing the transient occupancy tax. Councilmembers discussed the possibilityof earmarking a portion of the revenues from an increased transient occupancy tax for promotional purposes, including such activities as marketing and City publications. The Council also discussed the need to increase reserves for Workers' Conpensation, and noted that approximately $1,000,000 would be needed to fully fund the account. The Manager reviewed programs contained in the Planning & Development Services budget. The Director of Planning & Development Services explained that the department itself was becoming increasingly self-funding, and that additional revenues were anticipated for the department from pre-sale inspections, a program currently under development. He noted the department's intent to pursue enforcement efforts aimed at eliminating large-scale violations and the need to continue a policy of a combined incentive/enforcement approach to decrease total violations. Ccuncilmembers expressed their concern that the City had not allocated sufficient funds for code enforcement efforts. The Council recessed at 2:M6 p.m., and reoonvened at 2:25 p.m., with all Councilme~ers present, except Councilmember Bricken. CITY COUNCIL MI~ 226 JULY 18, 1983 The City Manager briefly reviewed the Transportation Services budget, and the Director of Transportation responded to Councilm~mbers' specific questions. Counci~er Acosta suggested that the Director of Transportation investigate additional alternatives to reduce the City's expenditures for street sweeping brushes. The Director of Transportation commented that street lights and roadway maintenance costs constituted a major portion of his budget, and added he was attempting to solicit additional project dollars and possibly to install assessment districts to defray expenditures by the department. The City Manager briefly reviewed the Bowers Museum and Library budgets. He then very quickly sun]~arized the projects anticipated for implementation in the Capital I~provement Program for 1983-84, and responded to Councilmembers' questions. CITY COUNCIL MINUTES 238 JUiN 18, 1983 Councilmember Bricken inquired relative to the status of the Santiago Street closure, and the status of plans for Centennial Park. The City Manager replied that the Santiago project would appear on the August 1 agenda, and that requests for proposals had been sent out to interested firms for Centennial Park and that he would supply Councilmen~oer Bricken with a copy. Councilmember Bricken registered a complaint regarding the Civic Center parking lot, and suggested that the City take over operation of the lot. MOTION: Instruct the City Manager to approach the Civic Center Conmission relative to the City assuming operation of the Civic Center Parking lot. The City Manager stated that the matter was being investigated by staff. By unanimous informal consent, the Council accepted Councilmember Acosta's nomination of JoyceAllen to the ConmunityCable Citizens' Board. "This announcement caps a year-long negotiation effort between Santa Ana City staff and American High Speed Rail Corpuration," says City Manager A. J. Wilson. "These negotiations have paralleled the City's development of the Regional Transportation Center now under construction at 1000 East Santa Ana Boulevard. The negotiations helped to mold the overall terminal concept, including the addition of a second and third floor of office space," according to Wilson. John L~gomarcino, Vice-President of External Affairs for American High Speed Rail Corporation, has stated that the passenger demand for a Santa Aha bu]]e~;£rain stop ~il] be thousands of riders~er day~y ]990. Of 45 round trips per day, American High Speed Rail bullet trains will make both express and "skip" stop trips. Many of the "skip" stop trains will stop in Santa Ana. Mr. Lagomarcino stated that the Santa Ana station has been a MORE EXHIBIT A SANTA ANA HIGH SPEED MIL STATION STOP 2-2-2 crucial element to the bullet train development plan since discussions began one year ago between former Mayor Gordon Bricken and America~ High Speed Rail Corporation President Larry Gilson. Santa Ana's approach was unique, according to Lagomarcino because the City did not ask what High Speed Rail's plans were, but rather offered their plans and station to provide bullet train service for Central Orange County. Preliminary plans, drawn up over a year ago, depicted the Shinkansen bullet train stopping at Santa Ana's Regional Transportation Center to connect with other modes of regional and local transportation serving the Orange County Civic Center and downtown Santa Ana. The bullet train will come through Santa Ana on an elevated viaduct from the San~a Aha Freeway to the Southern Pacific Railroad right-of-way transitioning to the Santa Fe Railroad ri§ht-of-way at the Santa Aha Orange County Transportation Center. Since those preliminary discussions, Bricken has journeyed to Japan for a first-hand investigation into complaints of noise and vibration caused by the Shinkansen. Bricken is a professional acoustical engineer and is experienced with all types of sound and vibration measurement. Rail noise is minimal, due to sound barriers built adjacent to the roadbed which absorb rail and wheel noise. The maximum pass by noise of a bullet train at llO mph will be less than that expeKienced by an AMTRAK train at 75 mph" according to Bricken. Santa Ana's Orange County Transportation Center may be uniquely qualified as a midpoint bullet train stop, according to David Grosse, Director of Transportation ~ervices. The Center serves the heart of Orange County with' all major destinations within five miles of the terminal. Grosse estimates that there will be 1 million residents, and 4~30,000 jobs within five miles of the Transportation Center by 1990 when the bullet train is operational. The Transportation Center has been designed for expanded use, according to Grosse. The second and third floors are being constructed for lessee's such as American High Speed Rail Corporation, or businesses that choose to locate in a Regional Transportation Center. The Center lies one mile from the Orange County Civic Center and down- town Santa Ana. It is easily reached by the Santa Ana Freeway via the 'Grand~venue~interchange. The City of Santa Ana ~as been success~u~inob~ taining CalTrans and Orange County Transportation Commission support for the re- construction of the Grand/Santa Aha Freeway interchange. In its reconstructed MORE SANTA ANA HIGH SPEED MIL STATION STOP 4-4-4 configuration, northbound traffic on the Santa Ana Freeway will exit directly to Santa Ana Boulevard and into the Transportation Center. Santa Ana's Vice- Mayor, Dan Griset, has been influential in the success through his role on the City Council and the Orange County Transportation Con,mission. Griset has testi- fied before the California Transportation Con~nission on hearings for the State Transportation Improvement Plan that have resulted in substantial freeway improvement funds coming to Orange County. Mr. Griset's testimony included requests for widening of the Santa Aha Freeway and for complete reconstruction of several interchanges as well as other necessary improvements throughout the County. CalTrans estimates that the Santa Ana Boulevard interchange re- construction will be complete by 1988 for full operation of the bullet train. The Santa Aha - Orange County Transportation Center is also antici- pated to be the terminus of the County's light rail rapid transit system. The east-west light rail link will connect the Regional Transportation Center to downtown Santa Ana, the Civic Center, and the narth-south rapid transit route. The light rail connection will provide immediate access to Central Orange County for bullet train or other transportation users, including Amtrak, Greyhound, Trailw~ys, airport shuttle, or transit bus, operating from the Regional Transportation Center. A second phase development of the Regional Transportation Center is currently under study, according to Transportation Services Director Grosse. The successes of the Orange County Transportation Center with bullet train negotiations, and with the light rail rapid transit system, have given City MORE SANTA ANA HIGH SPEED MIL STATION STOP 5-5-5 staffers an opportunity to begin examining parking structures to handle the projected parking demand. An initial structure of. 420 spaces is being explored for construction prior to opening of the Transportation Center. The parking structure's design would include a second level pedestrian bridge connecting directly into the terminal building for either business or passenger access to the transportation facilities. The strqcture is being planned on the existing long-tem parking area, and could therefore be built irr~ediately without land acquisition or relocation delays. Other parking structures will be considered in the future depending on further negotiations with OCTD and American High Speed Rail Corporation, ~ccording to Grosse. Preleasing con~nitments are currently being accepted by City Manager, A. J. Wilson. Development proposals on adjacent properties will also be enter- tained under the City's redevelopment process on a first come first served basis, according to an area redevelopment plan adopted one year ago by Santa Ana City Council.
