RECOMMENDED ACTION
Approve the Consolidated Five Year Plan for 2005 - 2009 and Annual Action
Plan and authorize its submittal to the U.S. Department of Housing and
Urban Development (HUD) and that 30 addi tional new cons truction rental
units be added to the five year goal.

DISCUSSION
The Consolidated Plan is a single planning and application document for
the Community Development Block Grant, HOME Investment Partnership Act,
Emergency Shelter Grant, and Housing Opportunities for Persons with AIDS.
The Consolidated Plan is a comprehensive planning document that identifies
a jurisdiction's overall need for affordable and supportive housing,
community development programs, social services, and economic
opportunities. It also outlines a strategy to meet these needs and
identifies resources and programs that can be used to address them. In
addition, it establishes a one-year investment plan that outlines the
intended use of resources in fiscal year 2005-2006.

HUD regulations require that residents of each jurisdiction have an
opportunity to comment on the City's housing and community development
needs and the development of proposed activities to address these needs in
the Consolidated Plan. In order to obtain input, a comprehensive survey
of the City's needs was distributed in three languages to more than 14,000
stakeholders comprised of residents, social service providers, and
business people. The survey was also made available on the City's website
and was advertised through public notices in three different languages.
More than 1,200 surveys were returned.
Addi tionally, three communi ty meetings were held where the public was
invited to provide input on the City's needs. The public was given the
opportunity to provide input verbally, in writing, and to participate in a
board game exercise focusing on the City's needs. These meetings were
advertised by means of the Ci ty' s websi te, cable, a flyer distributed
through the Pennysaver, public notices published in three languages, and
the cover letter distributed with the survey.
Central to the Consolidated Plan is the Strategic Plan, which outlines the
City's priorities for allocating financial resources among its housing and
community development needs. The proposed priorities are organized into
five different goals relating to owner-occupied and renter-occupied
housing needs, homeless needs, special needs populations, and community
needs. Specific programs are proposed, and numeric goals in the form of
outputs and outcomes are delineated.
HUD regulations require that the City make the proposed plan available in
a manner that affords citizens, public agencies, and other interested
parties a reasonable opportunity to examine its contents and submit
comments. Notification of the 30-day public review and comment period and
availability of the draft document was made by a notice published in three
languages, as well as by a public announcement placed on the City's cable
network. The draft document was also made available on the City's
websi te. The public comment period ended April 18. A public hearing
regarding the 2005-2009 Consolidated Plan was held on April 19, 2005, by
the Community Redevelopment and Housing Commission. All of the comments
received at the public hearing have been addressed in the Consolidated
Plan.
