OF THE CITY COUNCIL OF THE
CITY OF SAN~A ANA, CALIFORNIA
October 10, 1983
The meeting was called to order at 1:18 p.m., in Room 147, Council
Chambers, 22 Civic Center Plaza, by Vice Mayor Daniel E. Griset.
Councilmembers present were P. Lee Johnson, Patricia A. McG~igan, Dan
Young and Vice Mayor Griset. Also present were Acting City Manager Rex
Swanson, City Attorney Edward J. Cooper, Clerk of the Council Janice C.
Guy, as well as members of the Executive Management staff. Mayor R. W.
Luxembourger, Councilmember Gordon Bricken and Councilmember John Acosta
joined the meeting at 1:20 p.m., 1:32 p.m., and 2:~7 p.m., respectively.
Councilmembers discussed their concerns relative to Consent Calendar and
Agenda items.
In response to an inquiry from Councilmember McGuigan, the Director of
Planning and Development Services explained that land use regulations were
not an effective tool for control of alcoholic beverage license
applications. Councilmember McGuigan pointed out that significant
interest had been expressed in this subject at the League of California
Cities meeting in San Francisco, and that perhaps staff might find more
state support in the future for using land use as a controlling factor in
issuance of alcoholic beverage licenses.
Councilmember Young indicated some concern relative to the pre-
authorization resolutions related to IDB financing, suggesting staff might
want to investigate more stringent controls during the pre-application
process.
Acting City Manager Swanson distributed a memo dated October 10 outlining
major City departmental objectives for the next 12~ days. He also
indicated he would be providing a monthly narrative update and a weekly
letter to Councilmembers apprising them of progress made on various City
projects.
At 2 :~8 p.m., the Council recessed and reconvened in the Council Chambers
at 2:39 p.m., with all members present.

By unanimous informal consent, the Council requested that review
of the the Citys' Intergovernmental Liaison Program be included
as an item on the Departmental Objectives for the next 12~ Days
list.
65. COUNCIL AGENOA ~
Councilm~mber McGuigan expressed concern that a considerable
difference existed between the posted price and the actual cash price
of gasoline at some service stations, and indicated that the service
stations might be taking advantage of the consumer. The City
Attorney responded that he would review the matter.
Councilmember Bricken inquired as to whether the memo concerning use
of the All-America City logo was exhaustive; A~ting City Manager
Swanson responded that any additional suggestions would be welcome.
Mayor Luxembourger nominated Dan Young as a City representative to
the Inter-County Airport Authority (replacing David Brandt whose term

Mayor Luxembourger also requested a report from the Police Chief on
the "cruising" situation on South Main Street. Acting City Manager
Swanson responded that a report would be provided to Council
within the next several days. Councilmember Bricken requested that
the report include deployment of personnel.
At 3:27 p.m., the Council recessed to the Housing Authority and
reconvened at 3:3M p.m.; the Council immediately recessed to
Executive Session.
At 4:33 p.m., the Council reconvened with all members present, and
i~nediately recessed to dinner at Kono Hawaii, 226 South Harbor
Boulevard. No action was taken out of Executive Session.

75. FRENCH PARK HISTORIC DISTRICT SPECIFIC PLAN.
The Mayor opened the public hearing on the French Park Historic
District Specific Plan.
The Clerk of the Council reported one written communication received
from John Younkin relative to the rebuilding of properties after
natural disasters.
Councilmember Johnson requested that rebuilding of property after
such a loss be placed on the Council Referral list. Acting City

Councilmember Acosta indicated that he had not been provided a preliminary
report that he had requested relative to a Request for Proposal for
construction of a Cable TV/Community Center in the Civic Center.
Councilmember Bricken declared a conflict of interest and left the
Chambers at 9:50 p.m.
Councilmember Acosta further elucidated his concerns, stating he felt that
insufficient time had been allowed for preparation of bids, and noting
that a feasibility study had not been done which might have included such
areas as site location, use of a dish antenna for the studio, possible
interference with Police communications, costs of "rehabbing" or
relocating the Police Annex, and several other items.
Acting City Manager Swanson responded that staff had been unable to
provide a preliminary report due to the fact that the building was being
designed for the tenant and that the City, in essence, was acting as a
construction supervisor.
Councilmember McGuigan also indicated concern that the Council had not
been notified prior to release of the RFP for construction of the Cable
TV/Con~unityCenter. Councilmember Young requested that this subject be
made a work study item at the October 24 Council meeting.
MOTION:
Instruct staff to notify the Council before Request for
Proposals on major projects ($10,~00 and over) are
released for bid.
