SAN~A ANA, CALIFORNIA
October 24, 1983
The meeting was called to order by Mayor R. W. Luxembourger, in Room 147,
Council Chambers, 22 Civic Center Plaza, at 1:11 p.m. Councilmembers
present wore John Acosta, Cordon Bricken, Daniel E. Griset, P. Lee
Johnson, Patricia A. McGuigan, Dan Young and Mayor Luxembourger. Also
present wore City Manager A. J. Wilson, City Attorney Edward J. Cooper,
and Clerk of the Council Janice C. Guy, as woll as members of the City's
Executive Management staff and the press.
WORK STUDY SESSION - BUSINESS IMPROVI~4ES~ DISTRICT
Mr. Lee Strong of Downtown Focus discussed briefly the history of
establishing business improvement districts and outlined the process
whereby a business improvement district might be installed in downtown
Santa Ana. He distributed to the Council a copy of a proposal to be
distributed to downtown merchants in the near future and responded to
Councilmembers' specific questions regarding the proposed annual budget
for the assessment district, the relationship of the district to the
Chamber of Cor~nerce and Santa Ana City Center Association, and the manner
in which the district would function procedurally.
Councilmembers then discussed their concerns relative to the upcoming
agenda. Councilmember Young requested that more information be provided
to the Housing Comuission regarding projects and functions being
undertaken by the City.
Councilmember Bricken expressed a concern that recent appointments to the
City's Boards and Con~uissions did not reflect ward representation with the
result that membership would be skewed to represent the northern portion
of the City only.
Interim City Manager Swanson distributed copies of the City's 1983 Annual
Report to the Councilmembers.
WORK STUDY SESSION - CABLE TELEVISION STUDIO LOCATION
Interim City Manager Swanson discussed the reasons for locating a cable
television studio within the Civic Center as outlined in the memo to
Council dated October 24, 1983, entitled "Cable Television Studio
Location." He stressed the fact that during cable negotiations the City
had given up several outlying locations in order to attain a con~nunity
center as an adjunct of the cable television studio. Councilmembers
discussed their concerns relative to the studio, including the need for a
master plan which would address the con~unity center, the Police annex
inmediately adjacent to the TV studio site, parking needs in the Civic
Center, and a linkage to a proposed hotel southeast of the site.

Councilmember Acosta expressed his disappointment that the Council had not
been informed of the Request for Proposal for the TV studio prior to its
release for bid. Interim City Manager Swanson indicated a work study
session would be scheduled to discuss criteria relative to the cox~nunity
center.
At 2:52 p.m., the Council recessed and reconvened in the Council Chambers
at 3:08 p.m., with all members present.

Councilmember Johnson expressed his concern with the inaccurate
characterization of the Middleside neighborhood indicating the title
did not reference the location but related to gang activities within
a geographic area.
