SANTA ANA, CALIFORNIA
November 15, 1983
~ne meeting was called to order at 5:47 p.m. in the City Council Chambers,
22 Civic Center Plaza, by M~yor R. W. Luxembourger. Councilmembers
present were John Acosta, Daniel E. Griset, P. Lee Johnson, Patricia A.
McGuigan, Dan Young and Mayor Luxembourger. Also present were Interim
City Manager Rex Swanson, City Attorney Edward J. Cooper, and Clerk of the
Council Janice C. Guy. Councilmember Gordon Bricken was absent.

1. PUBLIC HEARING - APPRDVAL OF ISSUANCE OF BOhDS BY THE IDA -
FAIRVIEW INVESTORS LTD. PROJECT (2700-2722 $. FAIRVIEW) .
The Mayor opened the public hearing regarding approval of issuance of
bonds by the Industrial Development Authority for Fairview Investors
Ltd. Project (2700-2722 S. Fairview).
The staff report and reconm~ndations for both hearings (Items 1 and
2) were given by the Economic Development Program Manager.
The Clerk of the Council reported no written conmunications.
There were no speakers. The Mayor closed the public hearing.
MOTION: Adopt resolution.
RESOLUTION NO. 83-135 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA APPROVING AN ISSUANCE OF BOhDS BY THE IhDUSTRIAL

The Mayor opened the public hearing regarding approval of issuance of
bonds by the Industrial Development Authority for Rexnord Inc. Project
(3130 W. Harvard).

The Clerk of the Council reported no written communications.

JOINT PUBLIC HEARING - CITY COUNCIL & CO~9~-u/~YiTY REDEVELOPMENT AGENCY.
CM VENTURE/WEST EhD THERI'~.
The Mayor opened the joint public hearing of the City Council and
Conmunity Redevelopment Agency regarding the proposed sale by the
Conmunity Redevelopment Agency to the CMVenture (A-6 Site/West End
Theater).
The staff report and recommendations were given by the Director of
Community Development.
The Clerk of the Council reported no written cormunications.
Joe Gilmaker, 308 W. 4th Street, addressed Council, expressing
opposition to any possible future closing of Birch Street.
There w~re no other speakers on the matter.
Staff responded to Councilmembers' questions.
The Corm~unity Redevelopment Agency adopted Resolution No. 83-33 with
an amendment by Agencymember Young.
MOTION: Adopt resolution.

REDEVELOPMENT AGENCY - EXECb~IVE SESSION
At 6:25 p.m., the Council adjourned to the Redevelopment Agency and
reconvened and ir~Nediately recessed to Executive Session at 6:49 p.m. The
Council reconvened with the same members present at 7:39 p.m. There was
no action taken out of Executive Session.
At 7:40 p.m., the Council adjourned to Monday, November 21, 1983, 12:00
Noon, Room 831, City Hall, 20 Civic Center Plaza.
