OF THE CITY COUNCIL OF THE CITY OF
SAN~A ANA, CALIFCRNIA
November 23, 1983
The meeting was called to order at 5:31 p.m., by Mayor R. W. Luxe~bou~ger,
in Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembers
present were Gordon Bricken, Daniel E. Griset, Dan Young, and Mayor
Luxembourger. Also present were Interim City Manager Rex Swanson, City
Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy.
CounciLmembers John. Acosta and Patricia A. McGuigan joined the meeting at
5:34 p.m. and 5:37 p.m., respectively. Councilmember P. Lee Johnson was
absent.
The Council immediately recessed to Executive Session and reconvened in
the Council Chambers at 5:37 p.m., with all members present, except
Counc ilmember Johnson.

IN-~GCATION- Mayor Luxe~ourger
Interim City Manager Swanson explained that the special meeting had been
initiated at staff's request and its purpose was to request a
reaffirmation of support of management and the Chief of Police.
MOTION: Adopt the following statement:
In view of recent events, the City Council wishes to
publicly express its confidence in the City Manager
and the contract negotiating team. Further, the
Council has the highest confidence in the skill, dedication
and loyalty of all City employees. Today especially we
wish to assure the public that all the members of the
management team enjoy this confidence, in particular,
the Chief of Police.
