HomeMy WebLinkAbout12-05-1983 MINUTES OF THE R~GUIAR MEETING OF THE CITY COUNCIL OF THE CITY OF December 5, 1983 The meeting was called to order at 1:17 p.m., in Room 147, City Council Chambers, 22 Civic Center Plaza, by Mayor R. W. Luxe~bourger. Councilmembers present were John Acosta, Daniel E. Griset, P. Lee Johnson, Patricia A. McGuigan, Dan Young, and Mayor Luxembourger. Also present were Interim City Manager Rex Swanson, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy, as well as members of the City's Executive Management staff. Councilmember Gordon Bricken joined the meeting at 1:51 p.m. ~I)RK STUDY SESSION - BILLBOA~H) POLICY In response to the Council's request some months earlier for a policy to contain the growing proliferation of billboards within the City, the Director of Planning and Development Services, explained that a "zone concept" had been developed and further elaborated on materials contained in his memo to Interim City Manager Swanson, dated Nover~ber 21, 1983, entitled, "Proposed New Billboard Policy." Following his presentation, Counci~rs questioned him concerning specific aspects of the policy, and expressed concerns, relative to sign maintenance, removal of "abandoned signs" and control of sign content. ViceMayor Griset expressed his opinion that a "no growth" policy in either billboard size or numbers was desirable, as well as quality design and maximum size standards. The Director indicated the Council's suggestions would be incorporated into an ordinance which would be returned to Council in approximately 60 days. SA/~AANA/C~AN6~~ION CENl~RUPII%TE The Director of Transportation gave a slide presentationwhichdepicted the status of terminal construction, track and platform work, end various off-site improvements to the Santa Ana/Orange County Transportation Center. He also reported on leasing of the facility anticipated to be complete by June, 1984, and gave a financial status report of project costs. Councilmember Bricken noted the grade crossing of the Santa Ana Railroad at Santa Ana Boulevard was of wooden construction, and requested staff investigate and report to Council on the possibility of installing a rubber mat at that grade crossing. Councilmembers Bricken and Young encouraged staff to continue development of off-site amenities and requested that Council be provided with a plan of off-site improvements within 6~ days. The Director indicated that the $20 million project was projected to open in January, 1985. Councilmembers then expressed concerns relative to Consent Calendar items. At 3:M6 p.m., the Council recessed and reconvened in the Council Chambers at 3:15 p.m., with all members present. Councilmember Young requested staff report on the following Council Referral items as soon as possible: Council Referral 83-20-Section 17-204 Legislation (Slum landlords) Council Referral 83-26- Computer Rentals in City Libraries Council Referral 83-49- Youth Representation on P~creation & Parks Board Council Referral 83-45- Beautificatio~ Program for City's Major Streets He also indicated that Council Referral 83-39, Stadium for Angels' Ball Club might be deleted from the Council Referral list. CITY COUNCIL MINUTES 378 D~C~BER 5, 1983 Councilmember Young requested that staff provide the Council with a memo regarding placement of a new County Detoxification Center within Santa Ana. He also requested that staff proceed with meetings of the Building Inspection Ordinance Review Committee, even though appointments of the members would not be formalized until December 19. The Council acceded to this request by unanimous informal consent. Councilm~mber McGuigan requested that the Councilmembers provide suggestions for programs for the Orange County League meetings. She referred to staff a disaster preparedness question list, and requested staff report as soon as possible on the City's ability to respond to any disaster. Councilmember Bricken suggested staff review the dates on the Council Referral list and provide the Council with an opinion as to the feasibility of completing specific items on that list. He also indicated San Antonio had a unique shuttle bus which the OCTD might wish to consider and referred a pamphlet to the District via staff. Councilmember Johnson noted his opposition to the County Detoxification Center.He also requested a copy of the meeting schedule for the Building Inspection Ordinance Co~ittee.
