W. Luxembourger, in the Council Chambers, 22 Civic Center Plaza. Councilmembers present were John Acosta, Gordon Bricken, P. Lee Johnson, Patricia A. McGuigan, and Mayor Luxembourger. Also present were Interim City Manager Rex Swanson, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. Councilmember Daniel E. Griset joined the meeting at 5:43 p.m.. Councilmember Dan Young was absent. Councilmember McGuigan brought to the Council's attention a memo from the Director of Planning and Development Services regarding a sign on North Grand Avenue with questionable content. MOTION: Authorize the Mayor to send a letter to the property owner at 1324 North Grand Avenue, conveying the Council's displeasure at such signing in Santa Ana. MOTION: McGuigan SECOhD: Acosta AYES: NOES: ABSENT: Acosta, Bricken, Johnson, Luxembourger, McGuigan None Griset, Young FILE 625.55 Councilme~r McGuigan requested staff investigate and respond to a communication from the Santa Ana Little Miss Softball League regarding payment for use of field lights. Councilmember McGuigan also noted that many conplaints had been received regarding the business tax on residential rental properties. Mayor Luxembourger indicated that he, too, had received numerous complaints on this business tax, and requested staff investigate and report to the Council regarding any amendments to the business tax ordinance which might be necessary to assist in administering the ordinance. At 5:51 p.m., the Council recessed to Executive Session and reconvened at 6:14 p.m., with all members present except Councilmember Young. CITY COUNCIL MI~ 400 DECE~ER 20, 1983 0C TRAI~PORTATION INVESTMENT PIAN MOTION: Approve Orange County Transportation Conmission's 15-year Transportation Investment Plan and communicate Santa Ana's authorization of placement of the Transportation Investment Plan on the J~ne 5, 1984 ballot. MOTION: Bricken SECOSD: Griset Acosta, Bricken, Griset, Johnson, Lux~mbourger, McGuigan None Young FILE 1000 Councilmember Griset stated that Santa Ana would benefit from the proposed Investment Plan, and encouraged support of the ballot measure, citing the long-term interests of Santa Ana. Councilmember Bricken left the meeting at 6:17 p.m. C~AL CC~MUNICATIO~ Counc~lmember Johnson relayed to staff a thank you from the downtown merchants for the new parking signs and stated he would provide a list of chronic parking violators to the Police Department. He also requested that Councilmembers be provided with hard hats for their protection when they are on the scene at fires or in other dangerous situations. Councilmember McGuigan inquired as to whether Councilmembersmight be informed in a more timely manner of major incidents occurring within the City.
