January 3, 1984
The meetingwas called to order at 1:21 p.m., by Mayor R. W. Luxembourger
in Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembers
present wore John Acosta, Gordon Bricken, Daniel Griset, P. Lee Johnson,
Patricia A. McGuigan, Dan Young and Mayor Luxembourger. Also present wore
Interim City Manager Rex Swanson, City Attorney Edward J. Cooper and Clerk
of the Council Jenice C. Guy, as well as members of the City's Executive
Management Staff and the press.
~ORK STUDY SESSION
OUTSIDE IMPROV~4ENI~ - SAS~A ANA-ORANGE COUNTY TRANSPOi~ATION CENTER
~ne Director of Planning and Development Services explained his staff had
surveyed the entire area surrounding the Santa Ana-Orange County
Transportation Center for both short and long-term investment, as woll as
public and private investment. He indicated projected improvements
included sidewalks, entryway treatments, gutters, trees, landscaping and
screening of unattractive elements. He also noted an incentive program
would be provided to the neighborhood to permit neighborhood
self-improvement, offering such items as trash clean-up bins and
paint. The Director responded to Councilmen~rs' questions relative to
circulation improvements for the area.
Councilmember Young indicated his willingness to serve on a Council Task
Force to meet with the County to find a suitable site on which to relocate
County facilities inm~diately adjacent to the Transportation Center area.
T~ANSIT TMFME FOR DOWNIIDWN SAS~A ANA ASD ORANGE COUNTY
The Director of Transportation Services outlined an area bounded by First,
Bristol, Seventeenth and French Streets for which a transit theme
was proposed to enhance the image of downtown Santa Ana. He indicated the
programwould include bus benches and passenger shelters and gave a slide
presentation depicting various types of each.
In response to Councilmembers' questions, the InterimCity Manager
explained that the program would be three-phased, with the first phase
being the adoption of the theme, the second- design, and the third -
financing. Councilmember Bricken cautioned the Council on the
difficulties of removing existing bus benches and passenger shelters.
UPDATE SANEA AS~ LIBRARY C(IMPUTER INSTALLATION
The Library Director gave a brief report explaining the financing related
to installation of a computer-controlled library system. He indicated the
conversion was almost complete and that the project would speed up
check-in and out of library materials and facilitate processing of overdue
notices.

Counci~r Bricken inquired as to when the Council might expect
redesign of the present facility and a possible library addition; the
Interim City Manager responded an RFP would be prepared shortly.
Councilmembers then expressed their concerns relative to Consent Calendar
items.
At 2:56 p.m., the Council recessed and reconvened at 3:14 p.m. in the
Council Chan~ers, with all members present except Councilmember Griset.

with all members present except Councilmember Griset who joined the

Instruct staff to conduct a prelim/nary investigation
relative to the economics of Santa Ana sponsorship of a
Rose Parade float.
The motion was adopted by unanimous informal consent.
Mayor Luxembourger requested that staff provide information regarding
the schedule for santa Ana's progran~ing on Cable TV, and also
requested staff inform Group W that the firm needs to improve
telephone/recorder coram~nications available to the public after the
regular work day.
