At 1:05 p.m., the meeting was called to order by the Clerk of the Council
in the Council Chambers, 22 Civic Center Plaza, and in~nediately declared
adjourned due to lack of quor~ to 4:00 p.m., December 3, 1984, in the
Orange Room, Saddleback Inn, 1660 East First Street.

OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
December 3, 1984
The meeting was called to order at 4:21 p.m., by Vice Mayor P. Lee
Johnson, in the Orange Room, Saddleback Inn, 1660 East First Street.
Councilmembers present were Wilson Hart, Patricia A. McGuigan, Dan Young,
and Vice Mayor Johnson. Also present were City Manager Robert C. Bobb,
City Attorney ~dward J. Cooper and Clerk of the Council Janice C. Guy, as
well as m~bers of the Urban Land Institute and Urban Innovation Group
staffs. Mayor Daniel E. Griset and Councilmembers John Acosta and R. W.
Luxembourger were absent.
Wayne Ratkovich, Urban Land Institute, introduced m~mbers of his staff and
explained the objectives of the ULI panel which were to assess development
potential and to propose urban design and architectural imDrovaments, as
well as development and impl~entation strategies for the City's downtown
area. He explained the ULI panel's interviews and assessment would
culminate in a report to the City Council and the co~nunity at 9:0~ a.m.,
Friday, December 7, in the Council Chambers. He noted that ULI would be
working with the Urban Innovations Group from UCLA and that together they
hoped to produce a "do-able" project.
Councilmembers then expressed their opinions as to what they envisioned
for the downtown area. Councilm~nber Young ~mphasized a creative but
pragmatic approach to developing a "new downtown," which would be a hub of
activity, a major retail center, perhaps omphasizing tourism and Santa
Ana's County seat position.
Councilme~ber Hart urged that the City's historic past and ethnic
diversity be capitalized upon to preserve the downtown's charm.
Councilm~nlber McGuigan noted that retail activity must be considered, that
cons~-ners should be attracted frc~a outside the con*nunity and that the City
become an "18-hour," if not a "24-hour" City, indicating development of
"night life" for Santa Aha should be an integral part of the downtown's
design.
Vice Mayor Johnson expressed the need to attract and encourage consumerism
in the downtown area, as wall as develop first class dining facilities in
the downtown.
Councilmember Young stressed a need for a "live downtown," indicating the
City must pursue an urban versus a suburban future.

City Manager Bobb noted the importance of the r~anoval of barriers around
the Civic Center, develotanent of a tele-conferencing center, attraction of
bookstores to the downtown, development of a restaurant row, retention of
the Hispanic influence and market, and perhaps, promotion of Santa Ana as
a City of Festivals.
Rex Lotery introduced m~nbers of the Urban Innovation ~roup.
Councilmembers then responded to specific questions from the group,
expressing their opinions as to what were the best and worst things which
had happened in the downtown, what benefits could be foreseen from the
integration of the Southeast Asian ethnic group into downtown, the
definition of festive retail, how the downtown might compete with malls in
adjacent suburban areas, how input regarding development was received frc~
the cor~nunity, and the City's intentions with regard to enforc~ent of the
Seismic Ordinance.
The City Manager distributed packets containing information about the
City's Christmas events planned for the weekend of December 7.
At 5:47 p.m., the meeting was adjourned to 1:00 p.m., December 10, in the
City Council Chambers, 22 Civic Center Plaza.
