OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
February 23, 1985
Richard Hughes, facilitator for the Council workshop, opened the session
at 8:41 a.m., in the Executive Board Rock, First American Title Insurance
Cc~npany, 114 East Fifth Street. Councilmembers present were John Acosta,
P. Lee Johnson, Patricia A. McGuigan, Dan Young, and Mayor Daniel E.
Griset. Also present were City Manager Robert C. Bobb, City Attorney
Edward J. Cooper and Clerk of the Council Janice C. Guy, as well as
members of the City Manager's executive staff. Councilmembers wilson B.
Hart and R. W. Luxembourger joined the meeting at 8:55 a.m. and 9:20 a.m.,
respectively.
Members of the group present completed the thinking styles self-assessment
questionnaire and participated in group discussion of individual styles,
and discussed the lessons learned from participating in the thinking style
exercise. The facilitator explained the processes and procedures to be
used for the development of objectives for 1985-86.
At 9:39 a.m., the Council recessed and reconvened at 9:50 a.m., with all
m~nbers present.
Councilm~nbers participated in a general discussion of ambient conditions
for setting objectives for the City, including such areas as press
relations, citizen understanding and community attitudes. Counciln~mbers
then developed objectives, including the following:
1. Hold 12 major public events per year
2. Establish a "design team" of different c~¥m~nity interests
for economic development
3. Implement a public-private inves~nent program
4. Build a multi-million dollar Bowers Musetm~ facility and
establish a Musuem District
5. Develop a marketing program to increase c~,~,,~nity awareness and
pride
6. Construct Centerpointe facility
7. Develop a regional shopping center with a Hispanic flair
8. Expand "neighborhood awareness"
9. Develop a major program to attack crime
10. Prepare a site-by-site marketing plan for the five redevelopment
areas
11. Encourage growth of "in-house" talent for vacancies/promotions
12. Establish a school/housing planning overview process
13. Work with other cities to obtain better public transportation
systems (airport)
14. Issue $500,000,000 in building permits

15. Establish an art colony
16. Construct a sports arena
17. Develop better traffic flow
The Council recessed at 11:00 a.m., and reconvened at 11:13 a.m., with all
members present.
Facilitator Hughes presented the Council's objectives to the entire group.
The City Manager presented the executive staff's objectives to the group.
All members present participated in a group discussion of 1985-86
objectives, and concurred that only minor differences existed between
Council and staff objectives.
The Council recessed to lunch from 12:00 p.m. to 1:02 p.m.
The group, as a whole, participated in discussion of behaviors which would
help to achieve the objectives established by the groups, with the
discussion including such areas as the need for better communication
procedures, teamwork and identification of constituent cor~nunities.
The Council recessed at 2:22 p.m., and reconvened at 2:35 p.m., with all
members present.
The group continued to discuss behaviors appropriate to achieving
1985-86 objectives.
The Mayor indicated a need to develop better protocols and to assign media
responsibility. He indicated he would be preparing a "State of the City"
speech and would consult with Councilm~mbers regarding its formulation.
The group then participated in an evaluation of the workshop and the
facilitator urged that, at minimam, the group review progress achieved at
the end of a six-month period.
The Council recessed at 4:45 p.m., at which time Councilmember
Luxembourger left the meeting.
The Council reconvened at Reuben's Restaurant on North Broadway at
7:00 p.m., with all members present, except Councilmembers Luxembourger
and Johnson.
At 9:51 p.m., the meeting was adjourned to 7:00 p.m., February 26, 1985,
Standard Concrete Building, 117 West Fourth Street.
