HomeMy WebLinkAbout05-14-1985MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA May 14, 1985 Them eeting was called to order at 7:20 p.m., by Mayor Daniel E. Griset, in the Lawrence Building, 402-06 West Fourth Street. Councilme~bers present were John Acosta, Wilson B. Hart, P. Lee Johnson, R. W. Luxembourger, Patricia A. McGuigan, Dan Young and Mayor Griset. Also present were City Manager Robert C. Bobb, Assistant City Attorney Richard Lay, and Clerk of the Council Janice C. Guy · URBAN LAND INSTITUTE REPORT The Mayor announced the purpose of the meeting wes to officially review the Urban Land Institute Report, indicating the session would be a workshop for the Council and would include presentations by staff and coranents frc~ the public. The City Manager introduced the staff's presentation noting the historic background of downtown development, the status of current development projects, and plans for future development would be addressed. The Executive Director of Comnunity Development showed a slide presentation which depicted redevelopment history in downtown Santa Ana, and explained the major components of the City's redevelopment progran, including private sector development, c~ercial rehabilitation loan progr~ns, and public sector inves~nent. The Downtown Development Cc~mission Director reviewed current development projects, either under construction or being planned for each of the Redevelopment Agency sites in the downtown area. CITY COUNCIL MINUTES 196 MAY 14, 1985 Deputy CityManager Rex Swanson delineated four major develoument zones in the downtown area, including the financial district, the Civic Center, an area to the south of Civic Center, and a fourth, east of Main Street. On a map of the downtown area, he pointed out all the City's downtown redevelopment projects indicating they fell into three categories --those which had been completed, those under contract and those still in negotiations. He outlined potential uses for five types of development including residential projects, cc~mercial retail development, historic rehabilitations, co~ercial/office development and entertair~nent uses, including a sports arena, theaters and restaurants. The City Manager distributed a form to the Council for the Councilm~mbers to express their preferences relative to land use in each of the zones described by the Deputy CityManager. The following persons addressed Council and spoke regarding various aspects of the Urban Land Institute's reco~nendations, including but not limited to, the need for more time to study the Urban Land Institute report, protection fr~ ~inent domain for 20 years for owners who had already rehabilitated their buildings, develo~m]ent of a Hispanic market, use of the Swap Meet as a retail anchor for downtown business, development of the Logan Neighborhood, affordable housing, further public hearings, lack of sensitivity regarding those of lower socio-economic status, better co~a~unications between the City and the community, displacenent of Hispanics, a holistic sense of involv~nent on the part of the co~z~unity, an atmosphere of cohesiveness building trust in the c(mmunity, and the establishment of priorities, including reducing the current vacancy factor in the downtown: Bob Lopez, 1535 E. 17th Street Manuel Esqueda, resident Sam Rc~ero, Logan Area resident Josephine Andrade, 935 Logan Street Pete Major, 923 No. Olive Street Luis Olivos, Jr. Miguel Pulido, Ace Muffler Owner Ralph All,n, 1002 River Lane Marty Mora, 2423 S. David Scarborough Councilm~mbers individually expressed their appreciation for the cc~a~ents made by the speakers, and indicated a willingness to work with the con, unity in building a prosperous downtown. Councilm~ber Acosta requested staff att~pt to find ways to raduee feelings of distrust in the c(~munity and report to Council on the subject. CITY COUNCIL MINUTES 197 MAY 14, 1985 MOTION: 1) Receive and file the Urban Land Institute report and staff and public comments; and 2) Instruct staff to draft a policy statement regarding development of the downtown, allowing for as much public c(xmnent as possible, for presentation to the Council on June 3, 1985, with final adoption of said statement scheduled for June 17, 1985.
