OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
July S, 1985
The meeting was called to order at 4:28 p.m. in Room 831, City Hall,
20 Civic Center Plaza, by Mayor Daniel E. Griset. Councilmembers present
were John Acosta, Wilson B. Hart, P. Lee Johnson, Patricia A. McGuigan,
Dan Young and Mayor Griset. Also present were City Manager Robert C.
Bobb, City Attorney Edward J. Cooper and Clerk of the Council Janice C.
Guy. Councilm~mber R. W. Luxembourger was absent.
WORK STUDY SESSION
Budget Review
The City Manager introduced rm~ubers of the Budget team, including Deputy
City Manager Jan Perkins, Executive Director of Finance and Administrative
Services Larry Shaffer, Budget Manager David Borik and Administrative
Assistant Mark Bingham. He also introduced Rod Colc~a, the City's new
Deputy Director of Finance to the Councilm~mbers.
The Manager briefly overviewed the City's budget, pointing out on charts
the sources of $77 million in General Fund revenues, major uses of funds
and presenting a total funds budget of $176.7 million. He indicated that
the elimination of General Revenue Sharing in 1986 would significantly
reduce City revenues and impact several programs, including Foot Patrol,
the Visitor and Cultural Events Bureau, and the Cca~unications and
Marketing Division which were being funded from that source in the 1985-86
budget. The Manager informed Council that he had instituted a freeze on
new programs for the next two years to permit time for impl~entation of
ntm~erous programs which had already been initiated, as well as to allow
time for manag~uent audits of these programs.
Police Budget
The Police Chief introduced m~mbers of his budget team, showed a videotape
of the 1985-86 Police budget, presented numerous charts and statistics
regarding Police Departrm~nt activity, explained a new table of
organization and mission stat~uent for the Depar~ent, and discussed
specific aspects of the proposed budget, in particular, the number
of officers being transferred to Patrol and the additional personnel being
requested.

Councilm~mbers discussed the Police budget and the activities of the
department at length, and the Police Chief responded to the Council's
specific questions. Councilm~ber Young requested a comparison of the top
five Orange County cities ratio of officers to 1,000 population, as well
as a comparison of arrests per officer for those jurisdictions.
The Police Chief showed a second videotape, A Major Program To Attack
Crime, and reported that 49 percent of the arrests involved undoc~ented
aliens.
Councilm~nber Young inquired as to what steps were being taken by the
Police Department to solve "extraordinary" problems, such as reducing the
burglary rate or working with the criminal justice system.
Councilmember McGuigan expressed concern with the use of General Revenue
Sharing funds for the Foot Patrol Program.
The Mayor requested a sum~ary showing the sources of all Police Depar~ent
funds, which the Manager agreed to provide within the next few days.
At 6:48 p.m., the Council recessed and reconvened at 7:06 p.m., with the
exception of Mayor Griset who left the meeting at 6:55 p.m.
Fire Department Budget
The Fire Chief presented his program budget of $13.6 million, and provided
the Council with statistics on number of fires, locations, injuries, and
deaths. He indicated the Department would be attompting to maintain a 53
firefighter per day staffing level in the ccming fiscal year, and
discussed other aspects of the Fire Department programs, including
neighborhood identification with local fire stations, the lack of a
training tower, and the increase in the number of hazardous materials
removal calls.
Councilme~bers discussed the Fire budget, and the Chief responded to
specific questions.
Councilmember Johnson expressed concern with the location of the hazardous
materials removal program in the Fire Depar~m~ent and the expense of
personnel responsible for the function.
Councilmember Young indicated the City should attampt to recover full
costs for hazardous material calls.
Councilmembers discussed the ]~aergency Medical Services Program, also
under the direction of the Fire Department. Councilm~nber Young expressed
concern regarding the necessity of the City acting as a regulatory body in
this field; and the City Manager explained he felt Santa Ana citizens
needed better medical care which necessitated regulation of the service.
At 8:02 p.m., Councilm~mber Hart left the meeting.

Councilm~mbers continued the discussion relative to the ~nergency Medical
Services Program, and inquired as to the cost for one amergencymedical
unit dedicated to transport purposes only. The Fire Chief responded that
such a unit would cost between $250,000 and $300,000.
The Fire Chief showed two videotapes, one on the activities of the Fire
Depar~ent and a second on the Paramedic Program.
CLOSED SESSION
At 8:30 p.m., the Council recessed and reconvened at 8:35 p.m., with
Councilmsmbers Acosta, Johnson, McGuigan and Young present, and
ir~ediately recessed to Closed Session.
The Clerk of the Council announced the Council was recessing to Closed
Session pursuant to Government Cede Section 54956.9(A) to confer regarding
pending litigation which has been initiated formally and to which the City
is a party, to wit, Robert A. Ferrante et al. v. City of Santa Ana et al.
ADJOURNM~T
At 9:03 p.m., the Council reconvened and ir~nediately adjourned to
5:00 p.m., July 11, 1985 in Room 831, City Hall, 20 Civic Center Plaza.

No action was taken out of Closed Session.
