Griset in the Council Chambers, 22 Civic Center Plaza. Councilmembers present were John Acosta, Wilson B. Hart, P. Lee Johnson, R. W. Luxembourger, Patricia A. McGuigan, Dan Young and Mayor Griset. Also present were City Manager Robert C. Bobb, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. PUBLIC HEARINGS 75.H. NEGATIVE DECLARATION AND AMENDMENT APPLICATION NO. 927 - 302 SOUTH NEWHOPE. Filed by Southridge Homes to rezone property located at 302 S. Newhope from the R2 to the R3-PRD District, CUP 85-17 to pennit the development of 20 condominium units on this .9 acre parcel and Tentative Tract Map No. 12433 to create one c~,~on area lot to facilitate this development. The Clerk was instructed to schedule this it~n for discussion at a future Council meeting. 35.C. FEES AND SURCHARGES - DEVELOPMENT PROCESSING MOTION: Defer adoption of Resolution No. 85-76 and implementation of the Business Safety Program, pending the results of a professional managament study of Code Enforc~nent operations. RESOLUTION NO. 85-76 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING RESOLUTION NO. 83-91 AND REPEALING RESOLUTION NO. 84-19 TO ESTABLISH A NEW SCHEDULE OF SURCHARGES ON PERMITS ISSUED FORCORRECTION OF MAJOR CODE VIOLATIONS AND PERMITS ISSUED FOR WORK THAT HAS BEEN C05~ENCED WITHOUT AUTHORIZATION OF A REQUIRED PERMIT. CABLE-READY CITY COUNCIL CHAb~ERS MOTION: i) Approve proposal to cable-ready the City Council Chambers and make the necessary building improv~nents; and 2) Approve the following agre~nent and authorize execution by Mayor and Clerk: AGREEMENT WITH GROUP W CABLE, INC. for the purchase and installation of television production equit~nent. MOTION: Johnson SECOND: Young AYES: NOES: ABSENT: Griset, Johnson, Young Acosta, Hart, Luxembourger, McGuigan None The MOTION failed. MOTION: 1) Approve 50 percent ($248,500.00) of monies requested to cable-ready the City Council Chambers deferring approval of the balance of funds until staff submits a prioritized list of equipment needed to the Council. 2) Approve the following agreement and authorize execution by Mayor and Clerk: AGREEMENT WITH GROUP W CABLE, INC. for the purchase and installation of television production equi~x~ent. ADOPTION OF ANNUAL BUDGET FOR FY 1985-86, GENERAL REVENUE SHARING BUDGET, AND CAPITAL IMPROVEMENT PROGRAM The Mayor opened the public hearing on the Fiscal Year 1985-86 annual City budget, the General Revenue Sharing budget, and the City's Capital Improv~l~ent Program. The City Manager presented the budget and staff rec(x~nendat ions. The Clerk of the Council reported no written covmunications. The following persons spoke with regard to the budget: Nita Singer, Nakoma Drive Greg Ohannesian, 1210 West Camden Place Mickey Madden, 2319 North Rosewood Miles Leach, 2025 West Tenth There were no other speakers on the matter. The Mayor closed the public hearing. The Council recessed at 10:03 p.m., and reconvened at 10:15 p.m., with all members present. Councilmember Young requested that staff involve the Code Enforc~ent Advisory Committee and the Apartment Owners Association in developing possible modifications to the Code Enforcement Program; and review administrative processes relative to levying permit penalties by September 3, 1985, with the purpose of providing assistance to the hc~neowner, if possible. MOTION: Continue consideration of the adoption of the 1985-86 Annual Budget, (including the Capital Improvement, and General Revenue Sharing Budget) for Fiscal Year 1985-86 as amended by the City Manager'sm~no of July 23, 1985; and Ordinance No. NS-1787 to August 19, 1985.
