RECOMMENDED ACTION
Adopt a resolution amending Resolution No. 2005-066 to provide for
additional persons qualified to receive the continuation of partially-paid
temporary military leave of absence for city employees called to active duty
with the armed forces, and continuation of benefits for their dependents.
DISCUSSION
On July 5, 2005, the Santa Ana City Council adopted Resolution No. 2005-066,
providing for the extension until June 30, 2006 of the partially-paid
military leave of absence for full-time officers or employees of the City
called to active military service with the Armed Forces of the United States
in connection with the current military crisis. By adopting the subject
Resolution, the City Council will supplement the above referenced Resolution
to extend the payment of military leave pay and the continuation of dependent
benefits to those employees called to active duty to serve in disaster relief
efforts in the Gulf of Mexico region in addition to those employees called to
active duty in connection with the current military crisis.
FISCAL IMPACT
There is no fiscal impact as a result of this change.

RESOLUTION NO. 2005-109
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA AMENDING RESOLUTION NO. 2005-066 TO
SUPPLEMENT THE PROVISIONS PROVIDING FOR THE
CONTINUATION OF ADDITIONAL PARTIALLY-PAID
TEMPORARY MILITARY LEAVE OF ABSENCE FOR CITY
EMPLOYEES CALLED TO ACTIVE DUTY WITH THE
ARMED FORCES AND CONTINUATION OF BENEFITS
FOR THEIR DEPENDENTS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby finds, determines
and declares as follows:
A. On July 5, 2005, the City Council adopted Resolution No. 2005-066,
which amended Resolution No. 2001-065 and extended until June 30,
2006, the provisions for an additional partially paid military leave of
absence for each full-time officer or employee of the City who has been or
will be called to active military service for more than 30 continuous days
with the Armed Forces of the United States in connection with the current
military crisis and for continuation of benefits for their dependents.
B. The United States military is now also currently calling reservists to active
military duty to assist in disaster relief efforts in the Gulf of Mexico region of
the United States. The City Council wishes to help those City employees
and their families with financial hardships resulting from being called to
active military duty for more than 30 continuous days in connection with the
disaster relief efforts in the Gulf of Mexico region.
Section 2. That Subsection "F" be added to Section 1 of Resolution No. 2005-
066 to read as follows:
The United States military is now also currently calling reservists to active
military duty to assist in disaster relief efforts in the Gulf of Mexico region of
the United States. The City Council wishes to help those City employees
and their families with financial hardships resulting from being called to
active military duty for more than 30 continuous days in connection with the
disaster relief efforts in the Gulf of Mexico region.

That Section 3 of Resolution No. 2005-066 is amended to read as
The pay and benefits authorized by this Resolution shall hereby be extended to
those full time officers and employees of the City called to active military duty
for more than 30 continuous days in connection with the disaster relief efforts in
the Gulf of Mexico region of the United States.
Section 4. That existing Sections 3 and 4 of Resolution No. 2005-066 be
retained and shall be renumbered Sections 4 and 5, respectively.
Section 5. Except as herein amended, Resolution No. 2005-066, as amended,
shall remain in full force and effect.
Section 6. This Resolution shall be effective as of November 7, 2005, and the
Clerk of the Council shall attest to and certify the vote adopting this Resolution.
