HomeMy WebLinkAbout05-05-1986 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA May 5, 1986 The meeting was called to order at 2:00 p.m. by Mayor Daniel E. Griset in Room 831, City Hall, 20 Civic Center Plaza. Councilmembers present were John Acosta, Wilson B. Hart, P. Lee Johnson, R. W. Luxembourger, Patricia A. McGuigan, Dan Young and Mayor Griset. Also present were City Manager Robert C. Bobb, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. Councilmembers informally discussed Housing-Community Redevelopment Agency and Housing Advisory Commission. The Council recessed at 2:46 p.m. and reconvened at 3:23 p.m. in Room 147, Council Chambers with all members present. City Administration Study Session Hank Cunningham, Assistant Director of the Economic Development Agency, introduced Dan Mejia, the City's new Business Enterprise Center Manager and Kathy Lusk, Coordinator of the Job Linkages Program. Mejia explained his responsibility was to run the Business Enterprise Center as well as a program designed to assist small businesses. He indicated the small business assistance program was a module of the Business Enterprise Center and that the goals for each were to help businesses to become successful, to grow and expand and to ultimately require additional employees who would be recruited from Santa Ana's available labor pool. Lusk described the Job Linkages Program, explaining its focus was to match Santa Ana residents with available jobs. She also described a program entitled Wcareer Beginningsw involving linkages between the City of Santa Ana, Santa Ana High School, Rancho Santiago College and the Job Training Partnership Agency whose goal would be to provide mentors from the private sector for 100 high school juniors. She indicated Santa Aha was one of the first urban cities to link economic development and job training in this manner. Councilme~er Luxembourger inquired as to the criteria to be used for selecting students for the mentor program. Lusk indicated she would provide that information to the Council. CITY COUNCIL MINUTES 174 MAY 5, 1986 Multi-family Residential Development Standards Ken Adams, senior Planner, described the review process that staff had used in developing proposed new multi-family residential development standards, indicating the Planning Commission had had a special study session on the subject, that the matter had been considered at a public hearing involving the Planning Commission and the Development community, and that the standards had also been considered at a regular Planning Commission meeting. He showed a slide presentation which demonstrated such standards for density maximums, minimum parcel area, minimum lot widths, yard setback requirements, building height and open space requirements. He also commented that staff had developed a non-conforming index formula which would allow for development of unusually configured parcels of land. Adams responded to Councilmembers' questions. Councilmember Acosta requested a continuation of the standards for two weeks. Community Development Block Grant Budset The Mayor indicated the Council would need additional time for the CDBG budget and indicated the matter should be set for another study session. He also requested that staff provide comparisons between current and previous years' allocations and recipients. Councilmembers discussed concerns relative to Consent Calendar items. Councilmember Acosta indicated he felt the time frame for receipt of bids on Item No. 2A was too short; the City Manager responded that the request for proposal deadline would be extended by two weeks. The Council recessed at 4:55 p.m. and reconvened in the Council Chambers at 5:00 p.m., with all members present except Councilmember Acosta. PROPOSED COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR FISCAL YEAR 1986-87 Cindy Cave, Intergovernmental Relations Manager, presented the staff report and recommendations regarding the proposed fiscal year 1986-87 Community Development Block Grant budget. The Mayor announced a public hearing would be held on May 19 regarding the block grant budget and requested staff to curtail evening agenda items in order to allow sufficient time for those wishing to comment upon the Block Grant budget. MOTION: Young SECOND: Acosta VOTE: AYES: NOES: ABSENT: Acosta, Griset, Hart, Johnson, Luxembourger, McGuigan, Young None None FILE 410.10 ORAL COMMUNICATIONS Miles Leach, 2025 West Tenth Street, addressed the Council, expressing concern relative to parking restrictions implemented in conjunction with the street sweeping program and also in front of businesses. COUNCIL COMMUNICATIONS Councilmember Acosta requested staff investigate art sales being conducted at Seventeenth and Newhope Streets, reported trees were in need of trimming at 617 East Berkeley, inquired as to when the bids would be returned for air conditioning in the Council Chambers, reported a request from residents adjacent to Hoover School for the removal of no parking signs in the area, suggested a possible reduction of street sweeping signs in the Edgewood Street area and reported a motorhome in the front yard at 1151 Riviera Drive. He also inquired as to the City's policy relative to garage sales; the City Manager informed him that there was a limitation on the number that can be conducted at any one residence annually but that permits were not required for garage sales. Councilmember Acosta requested follow-up action by the City Manager relative to a public disturbance in the 4700 block of West Roberts Drive. Councilmember Young commended the staff for its remarkable job during the Cinco de Mayo event at Santa Ana Stadium. CITY COUNCIL MINUTES 189 MAY 5, 1986 Vice Mayor Johnson inquired as to whether Nativo Lopez had provided the list of 150 families being displaced by the City's Code Enforcement Program; the City Manager responded that no information had been provided to the City thus far by Lopez. Councilmember Hart requested specifics on the ten families who had been displaced by the Code Enforcement Program; the City Manager indicated the information would be provided to the Council by the next Council meeting. Councilmember McGuigan echoed Councilmember Young's staff commendation regarding the Cinco de Mayo event. She also reported that abandoned cars were increasing in number in a lot adjacent to First and Raitt Streets. Mayor Griset expressed his thanks to staff for the successful large item clean-up recently conducted in the City. Councilmember Acosta inquired as to how many people had participated in the Cinco de Mayo event; the City Manager indicated he would provide those figures to the Council.
