OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
JULY 14, 1986
The meeting was called to order at 7:38 p.m. by Vice Mayor P. Lee Johnson, in
Room 831, city Hall, 20 Civic Center Plaza. Councilmembers present were John
Acosta, R. W. LuxemDourger, Patricia A. McGuigan, Dan Young and Vice Mayor
Johnson. Also present were City Manager David N. Ream, City Attorney Edward
J. Cooper, and Clerk of the Council Janice C. Guy.
Mayor Daniel E. Griset joined the meeting at 8:54 p.m. Councilmember Wilson
B. Hart was absent.
BUDGET REVIEW
FIRE DEPARTMENT/EMERGENCY MEDICAL SERVICES
Assistant City Manager Davis provided a brief overview of the City's Paramedic
Program, indicating the City had a 51% collection rate for transportation fees.
Councilmembers discussed possible reasons why the City was unable to collect
the remainder of Paramedic fees, and requested staff provide information
relative to the geographic distribution of calls for services, the type of
call, and analysis of the uncollected accounts. Karl Gelbody, Emergency
Medical Services Administrator, responded to Councilmembers' specific
questions.
COMMUNITY, RECREATION AND CULTURAL SERVICES
The Executive Director of Community, Recreation and Cultural Services
overviewed the Department's budget, noting nine major projects were planned
for next year, including the construction of Monkey Island at the Santa Ana
ZOO; restrooms at Valley High School; a ball diamond at Thornton Park; and
similar projects. He indicated the Department intended to increase security
at the zoo; that maintenance of the parks was expected to remain at 85-86
levels; and that he hoped to reduce industrial injuries, to control rodents
which were damaging considerable amounts of turf, and to increase service to
youth by 15% with the same number of staff. He indicated the Library would
undertake a marketing plan to reach non-users, would increase funding efforts;
and upgrade the interior of the Main Library. He briefly mentioned plans for
projects at the Bowers Museum, and responded to Councilmembers' specific
questions relative to the Department's budget.
The Council recessed at 8:47 p.m. and reconvened at 8:54 p.m., with all
members present except Councilmember Hart.

VISTOR AND CULTURAL EVENTS BUREAU
Deputy City Manager Perkins overviewed the Vistor and Cultural Events Budget,
explaining that due to decreased funding only four major projects had been
budgeted: the Rose Parade Float, Cinco de Mayo, the Golden City Days Festival,
and Toys on Parade, and two community events had been deleted, the Summer
Music Festival and the Ambassadors Ball. She explained that although the
Ambassadors Ball had been deleted from the City's budget, that staff hoped to
continue the function within another event, perhaps as an up-scale reception
as opposed to a sit-down dinner.
Councilmembers expressed concerns relative to the decrease in community events.
At 9:13 p.m., Councilmember Young left the meeting.
COMMUNICATIONS AND MARKETING
The Executive Director of Communications and Marketing briefly reviewed the
staffing for her department, and showed a video tape which demonstrated the
activities of the Department.
Councilmember McGuigan expressed concern regarding the use of Cable T.V. fees
for other than cable activities, but the City Attorney indicated he knew of no
such restrictions on the use of franchise fees.
Councilmembers discussed several of the activities of the Department, and
expressed concern that the Public Information Desk in the front lobby of City
Hall was not staffed by a full-time person. The Executive Director indicated
that she would like direction from the Council with regard to a City-wide
publication.

At 9:45 p.m., the meeting was adjourned to 5:30 p.m., July 15, 1986,
