HomeMy WebLinkAbout03-16-1987 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA MARCH 16, 1987 The meeting was called to order at 2:17 p.m. by Mayor Dan Young in Room 423, City Hall, 20 Civic Center Plaza. Councilmembers present were John Acosta, Daniel E. Griset, Wilson B. Hart, Ron May, Patricia A. McGuigan, Miguel A. Pulido and Mayor Young. Also present were City Manager David N. Ream, City Attorney Edward J. Cooper, and Assistant Clerk of the Council William D. Baron. Clerk of the Council Janice C. Guy joined the meeting at 2:40 p.m. CITY COUNCIL STUDY SESSION Employment Linkages Program Kathy Lusk, Program Director of the Employment Linkages Program, provided a brief overview of the program, explaining its major objectives were to assist job developers in the matching employer and employee needs, and to provide Santa Ana residents with the opportunity to be employed in any positions created through the program. She indicated that Community Development was the lead agency on this program which links economic and employee development. City's Graffiti Removal Program Larry Christian, Maintenance Manager, provided a brief history of the City's efforts to combat graffiti, explaining that over the years the program had been expanded from one staff member to a full contract service, which had produced positive results but was unable to completely eradicate graffiti. He explained several City departments were involved in graffiti removal, and that plans were being made to expand the program. Mobile Home Mediation RFP Housing Manager Pat Whitaker briefly reviewed the major issues and concerns of mobile home park residents, and a number of alternatives the Housing Advisory Commission had investigated to ameliorate those issues and concerns. She indicated that after thorough study of the matter, the Commission was recommending that the Council reject all Requests for Proposals that had been previously submitted to the City with respect to mediation services, and direct staff to prepare and solicit bids from qualified non-profit organizations to provide a voluntary two-tiered mediation service for mobile home park disputes. Councilmembers questioned staff and Housing Advisory Commission Chair Danny Siler regarding specifics of the proposal, as well as requested additional information from staff including, but not limited to the following: CITY COUNCIL MINUTES 64 MARCH 16, 1987 Additional information regarding the City of Orange's Mediation Service Program San Juan Capistrano's rent controls measures Analysis of mobile home rents vs. inflation Comparison of apartment market to mobile home park increases Base costs for mobile home living in Santa Ana. By the unanimous informal consent of the Council, action with respect to issuing a Mobile Home Mediation Request for Proposal was deferred to follow acquisition of the information requested by the Council. At 3:20 p.m., the Council recessed, and reconvened at 3:38 p.m. with all Councilmembers present. Consent Calendar Review Councilmembers discussed concerns relative to Consent Calendar items. At 4:02 p.m., the Council recessed, and reconvened in the Council Chambers at 4:16 p.m. with all Councilmembers present. CONSENT CALENDAR The Mayor announced that Item 2.G. would be removed from the Consent Calendar, and that Councilmembers Pulido and McGuigan had registered abstentions on Items 5.F. and 13.C.1 respectively. COI~tENTS 90.A. PUBLIC COMMENTS Sandra L. Gordon, representing the Girls Club of Santa Ana, 1502 S. Greenville, addressed Council, requesting funding in the amount of $10,000.00 to assist with Club operations. The City Manager indicated he would investigate the matter, and assist the Club if possible. Miles Leach, 2025 W. Tenth Street, commented with respect~to several actions that had been taken by the Council at the meeting. 90.C. CITY COUNCIL COMMENTS Councilmember Griset commended the Council for its action with respect to implementing the Employment Linkages Program. Mayor Young commended City Attorney Cooper on settling the 11 year lawsuit with the Mitchell Bros. Theatre.
