HomeMy WebLinkAbout09-21-1987 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA SEPTEMBER 21, 1987 The meeting was called to order at 2:24 p.m., in Room 423, City Hall, 20 Civic Center Plaza by Mayor Dan Young. Councilmembers present were John Acosta, Daniel E. Griset, Ron May, Patricia A. McGuigan, and Mayor Young. Also present were City Manager David N. Ream, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. Councilmembers Wilson B. Hart and Miguel A. Pulido joined the meeting at 3:43 p.m. and 3:57 p.m., respectively. COUNCIL STUDY SESSION Mobile Home Mediation Service Cindy Nelson, Executive Director of the Community Development Agency, provided an update to the Council with respect to the request from Council approximately six months ago for a survey with regard to mobilehome park and apartment rents. She indicated that staff had conducted the survey, the results had been reviewed by the Housing Advisory Commission and the Council Housing Committee, and that the matter of solicitation of mobilehome mediation services would be scheduled for action by the City Council on October 19. Housing Manager Pat Whitaker explained the underlying assumptions staff had used in conducting the rent survey, and discussed in more detail the statistics prepared by staff regarding rent increases. She noted the Housing Advisory Commission was recommending solicitation of a two-tiered mediation service, the first tier to address general park disputes, and the second, rent mediation. She indicated the Commission also recommended establishment of a committee to review mobilehome park issues. Councilmembers expressed concerns with regard to the issue, noting a lack of consensus among the mobilehome park residents, the need for feedback from park owners with respect to rent increases, the "new" economics of mobilehome living, and a general failure by both sides to endorse the recommended mediation process. CITY COUNCIL MINUTES 269 SEPTEMBER 21, 1987 Affirmative Action Presentation Alex Sanchez, Executive Director of the Human Resources Agency, reviewed enabling Federal legislation for Affirmative Action and noted the origin of Santa Ana's Affirmative Action policy in the 1952 Charter. He provided an overview of the City's program, outlining objectives for recruitment, selection and examination; career development and training; and position classification. Sanchez distributed to Council copies of the City's Training Workshops Schedule and data regarding the work force. The City Manager noted the City's 10-year goal of matching ethnically the work force to the community. At 3:25 p.m., the Council recessed, and reconvened at 3:41 p.m. with Councilmembers Hart and Pulido absent. Consent Calendar Review Councilmember Hart joined the meeting at 3:43 p.m. Councilmembers discussed concerns relative to Consent Calendar items. At 3:48 p.m., the Council recessed, and reconvened in the Council Chambers at 3:87 p.m., with all Councilmembers present except Counc~lmember May. BOND ISSUANCE - SYCAMORE RETIREMENT APARTMENTS, LTD. - 200 S. SYCAMORE Legal notice published in the Register on September 4, 1987. The Mayor opened the public hearing regarding a request filed by Sycamore Retirement Apartments, Ltd. for authorization from the Housing Authority to participate in a multi-family mortgage revenue bond issue for a 58-unit rental apartment project located at 200 S. Sycamore. Staff report and staff comments were presented by Housing Manager Pat Whitaker. The Clerk of the Council reported no written communications. There were no speakers on the matter. RESOLUTION NO. 87-77 - A Resolution of the City Council of the City of Santa Ana Giving Approval to the Issuance of Variable Rate Demand Multi-family Housing Revenue Bonds (Mercury Saving and Loan Association - Sycamore Apartments Project), 1987 Series A, by the Housing Authority of the City of Santa Ana for the Purpose of Providing Financing to Sycamore Retirement Apartments, Ltd., a California Limited Partnership and Assigning Allocation. CLOSED SESSION The Clerk of the Council announced the Council was recessing to Closed Session pursuant to Government Code Section 54956.9(a) to confer with the City Attorney regarding pending litigation which had been initiated formally, and to which the City was a party, to wit, Hutain v. City of Santa Ana (Worker's Compensation) and Koorndyk v. City of Santa Ana (Worker's Compensation). CLOSED SESSION MOTION: Authorize settlement of Hutain vs. City of Santa Ana {Worker's Compensation) in a compromise and release in the amount of $7,600.00; AND Authorize settlement of Koorndyk vs. City of Santa Ana {Worker's Compensation) in a stipulation in the amount of $8,575.00.
