OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
FEBRUARY l, 1988
At 2:00 p.m., the Assistant Clerk of the Council called the meeting to
order in Room 423, City Hall, 20 Civic Center Plaza.
At 2:05 p.m., since there were no Councilmembers present, the Assistant
Clerk declared the meeting adjourned to 4:00 p.m. in Room 423, City Hall,
20 Civic Center Plaza, Santa Ana.
At 4:00 p.m., since there were still no Councilmembers present, the
Assistant Clerk of the Council declared meeting adjourned to 5:00 p.m.
The meeting was called to order at 5:15 p.m. in Room 423, City Hall,
20 Civic Center Plaza, by Vice Mayor Patricia A. McGuigan. Councilmembers
present were John Acosta, Wilson B. Hart, Ron May and Vice Mayor
McGuigan. Also present were City Manager David N. Ream, City Attorney
Edward J. Cooper and Assistant Clerk of the Council William D. Baron.
Councilmembers Miguel A. Pulido and Daniel E. Griset joined the meeting at
5:17 p.m. and 5:21 p.m., respectively.
Mayor Daniel H. Young joined the meeting during the dinner recess.
COUNCIL STUDY SESSION
VOTER OUTREACH PROGRAM
Legislative Aide Jill Wallace made a presentation on the need to promote
voter registration in the City of Santa Ana.
Councilmember Pulido expressed his support for such an effort and
recommended that the Council look to the City Manager to develop an
implementation strategy. (See Minutes page 34).
CONSENT CALENDAR REVIEW
Councilmembers discussed concerns with respect to Consent Calendar items.

Douglas Chapman, 13252 Fairmont Way, addressed the Council on the issue of
the City's interest in possibly annexing the unincorporated area in which
he resides. Mayor Young and City Manager Ream responded to his questions.

Thomas Ferrier, Jr., 521 S. Birch Street, inquired as to the timing of the
redistricting of the City's wards, and requested an elaboration of the
process whereby the public could place an item on the City Council agenda.
Daniel Petz, 1502 N. English, expressed his concerns to the Council with
respect to traffic and parking impacts caused by a proposed apartment
project at 17th and King Streets.
Kevin M. Gleason, 2021W. 15th Street, reinforced the concerns expressed
by Mr. Petz.
John Raya, 4618 W. Hollyline, addressed the Council and expressed his
views on the importance of the freedom of individual expression in a
public forum.
90.C. CITY COUNCIL COMMENTS
Councilmember Pulido asked the City Attorney to clarify for the viewing
audience potential legal impacts of the local jail initiative, to which
the Attorney responded.
Councilmember Griset lauded the Council on its efforts with respect to the
Street Tree Program.
Councilmember May clarified how much actual "in-office" time
Councilmembers have available in their part-time capacity, and noted some
of the constraints they face in the performance of their duties.
Councilmember Acosta requested that the Clerk of the Council office
provide the Council with the schedule of activities for implementing the
redistricting required by the Charter for the November 1988 Election.
Vice Mayor McGuigan reminded the audience of the Tet Festival Days
scheduled for February 13-14, 1988, and of the upcoming Black History
Parade.
