HomeMy WebLinkAbout11-21-1988 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA AHA, CALIFORNIA NOVEMBER 21, 1988 The meeting was Called to order at 4:09 p.m. in Room 423, City Hall, 20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were John Acosta, Ron M~y, Patricia A. McGuigan, Miguel A. Pulido and M~or Young. Also present were City Manager David N. Ream, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. Councilmembers Daniel E. Griset and Wilson B. Hart joined the meeting at 4:30 p.m., and $:02 p.m. respectively. COUNCIL STUDY SESSION CABLE TELEVISION ADVISORY BOARD EDUCATION PLAN Mitch Davis, Chair of the Community Cable Citizens Board, advised the Council of a consumer education plan being developed by the Cable Board to provide information regarding Board activities and cable service issues. He indicated a three-prong approach would be used to provide assistance to cable subscribers in Santa Ana through text messages on KCTY Cable Channel 3, provision of complaint forms to cable consumers, and the encourage~nt of increased public participation at Cable Board meetings. Councilmembers discussed various aspects of the program; the Mayor expressed his support for the proposed education plan. ORANGE COUNTY TRANSPORTATION COMMISSION 20-YEAR PLAN The City Manager indicated that the scheduled presentation on the Transportation Commission 20-Year Plan would be deferred until the end of February to allow for more thorough preparation. CONSENT CALENDAR REVIEW Councilmembers discussed concerns with respect to Consent Calendar items. In response to Councilmember Acosta's concerns regarding Item Nos. 2.B. and 2.C., staf~ agreed to review the g?graphi, c distribution of trees scheduled for trimming, so as to minimize t~e4number of trips by a contractor to the trimming area, thus reducing costs. As clarified by the City Attorney, Councilmember Acosta expressed his intention to abstain on Item 3.H. due to a conflict of interest, since the scheduled award was to a firm which provided income to him. Vice Mayor McGuigan expressed her intention to vote "No" on Item 12.C. stating that she was not opposed to the firm being awarded the bid, but to the proposed Lighting and Landscaping Assessment District.
