OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
DECEMBER 4, 1989
The meeting was called to order at 4:06 p.m. in Room 423, City Hall,
20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were
John Acosta, Ron Mai,, Rick Norton, and Miguel A. Pulido. Also present
were City Manager David N. Ream, City Attorney Edward J. Cooper and Clerk
of the Council Janice C. Guy.
Councilmembers Patricia A. McGuigan and Daniel E. Griset joined the
meeting at 4:32 p.m. and 5:22 p.m., respectively.
COUNCIL STUDY SESSION
FENCE ORDINANCE {ACOSTA) {ITEM 85.A.)
At Councilmember Acosta's request, the Council agreed to continue the
Study Session concerning the fence ordinance to January 16, 1990.
A member of the Santa Ana Elks Club requested the Council consider
increasing the fence height allowed around parking lots to 7 feet for
wrought iron fences.

TRANSPORTATION CORRIDORS
Proposal to establish the areas of benefit and approve an interim increase
in development fees of the Major Thoroughfare and Bridge Fee Program for
the San Joaquin Hills and Foothill/Eastern Transportation Corridors.
Development fees apply only to new development. Existing residential and
non-residential units are not subject to the proposed increase of 41% for
the San Joaquin Hills and 64% for the Foothill/Eastern Transportation
Corridors.

Barbara Antoci, Bruce Metals and Salvage, expressed concerns regarding the
pending closure of Fifth and Sixth Streets between Lacy and Garfield, and
requested staff consider providing an access to Garfield Street. The
Mayor referred the matter to staff for investigation and a report to
Council.
Mayor Pro Tem Acosta requested that staff also investigate street
deterioration problems caused by excess surface water drainage at the
Regional Transportation Center adjacent to Bruce Metals and Salvage.
Leo Urquiza, da Vinci Engineering Inc., requested notification be provided
to service stations regarding the proposed changes to service station and
auto repair development standards (ZOA 89-002). The Mayor invited Mr.
Urquiza to attend the Council Study Session on the item.
Pat Mills, 617 S. Starboard, reported inadequate street sweeping
operations in her neighborhood.

CITY COUNCIL COre'lENTS
Councilmember Norton thanked the citizens of Santa Ana for providing him
with the opportunity to attend the National League of Cities Conference
in Atlanta which provided him with an excellent learning experience
relative to local government policies and procedures.
Councilmember Pulido re-emphasized the need to continue the City's
campaign against the illegal discharge of firearms on New Year's Eve.
Councilmember McGuigan thanked the many volunteers who participated in
float construction activities, and support of the recent Times Holiday
Parade. She also noted that the viewing audience might contribute to
"Eye on Santa Ana," a publication of the City's neighborhood
associations, by writing to 1212 S. Parton, Santa Aha, 92707.
Mayor Pro Tem Acosta expressed concern that his grandchildren were not
permitted to ride in the Times Holiday Parade. He also requested the
Council excuse him from the next Council meeting due to a scheduled
vacation.
In response to Mayor Pro Tem Acosta's inquiry regarding a constituent
that had been cited for a chain link fence in a front yard, Assistant
Planning Manager Ken Adams indicated the School District which has many
chain link fences is exempt from City fencing regulations.
In response to Mayor Pro Tem Acosta's request, the City Manager indicated
that several billboards scheduled for consideration at the December 20,
1989 Council meeting would be rescheduled to January 2, 1990, in order to
permit Mayor Pro Tem Acosta's participation in the decision.
Mayor Pro Tem Acosta urged Councilmembers to carefully read the proposed
changes in service station and auto repair development standards. He
also wished everyone present a Merry Christmas.
Councilmember May expressed his continued support of the sports arena
project.
Councilmember Griset requested that his Council colleagues who had moved
to place the City Attorney on administrative leave consider revoking that
action.
Mayor Young expressed the City's "Thank You" to the Los Angeles Times for
its support of the Holiday Parade.

The Clerk of the Council announced the City Council would continue
discussion of the Closed Session items announced at the Afternoon
Session. (See Minutes page 367.)

and release in the amount of $55,000.00.
Villareal vs. City of Santa Ana {Worker's Compensation),
compromise and release in the amount of $25,000.00.
Munoz vs. City of Santa Aha, in the amount of $10,000.00.
Hayward vs. City of Santa Ana, et al, in the amount $180,000.00
for purchase of the property, $15,000.00 for housing assistance,
and $5,000.00 for relocation expense.
