A-2002-183 ~ ~ ~B~ f \ tJ ' THIS AMEtt~MENT TO CONSULTANT AGREEMENT "Amendment," made and entered into this ~ day of~~-tlvl~2002, by and between the City of Santa Ana, a charter city and municipal corporation of the State of California ("CITY") and Hogle-Ireland, a California Corporation ("CONSULT ANT"). AMENDMENT TO CONSULTANT AGREEMENT WITNESSETH Recitals: A. CITY AND CONSULTANT entered into a Consultant Agreement, dated September 19,2002 by which CONSULTANT agreed to provide planning services (the "Agreement"). B. The Parties now desire to amend the Agreement to add additional exhibits and increase the amount of compensation of the Agreement by $72,350.00. WHEREFORE, in consideration of their mutual and respective promises, and subject to the terms and conditions of the Agreement as hereby amended, the parties hereby agree as follows: I. Section I of the Agreement is amended to read as follows: "Consultant shall provide staffing for the following positions: (1) permit processing; (2) I associate project manager; and (3) assistant project manager as further set forth in Exhibit A to this Agreement and Exhibits A-I and A-2 to the Amendment." 2. Section 2(a) of the Agreement is amended to read as follows: "a. City agrees to pay, and Consultant agrees to accept as total payment for its services, the rates and charges identified in Exhibit A. The total sum to be expended under this Agreement, shall not exceed $ 82,349.00 during the term of this Agreement." 3. Except as hereinabove modified, the terms and conditions of the Agreement remain in full force and effect. Employer ID # '-' """ ASSOCIATE PROJECT MANAGER (ASSOCIATE PLANNER) THE FOLLOWING ARE THE TYPICAL DUTIES AND RESPONSIBILITIES OF AN ASSOCIATE PROJECT MANAGER UNDER CONTRACT TO A PUBLIC AGENCY. Duties are performed with some to moderate instruction and direction from higher level supervisors: . Review and evaluate more complex development applications submitted to the City for processing. . Assist the public with the interpretation of resolutions, ordinances and policies of the City and the application of them to specific development proposals. . Coordinate and manage the review of development applications with other City departments and divisions. . Prepare staff reports, research documents, and other planning related materials as assigned. . Prepare revisions to General Plans, Zoning Codes, Specific Plans and other regulatory documents. . Prepare initial studies. . Coordinate and direct the preparation of Environmental Impact Reports. . As assigned, direct the activities of subordinate staff and outside consultants. . Review and comment on construction drawings and materials. . Prepare and make presentations before the Planning Commission, City Council and other boards and commissions. . Interact with special interest groups, neighborhood groups, and other community based groups and organizations. EXHIBIT A-I . . '-' PERMIT COUNTER TECHNICIAN'w' THE FOLLOWING ARE THE TYPICAL DUTIES AND RESPONSIBILITIES OF A PERMIT COUNTER TECHNICIAN UNDER CONTRACT TO A PUBLIC AGENCY. Duties are performed under the direction of the Permit Supervisor or other higher-level supervisory staff; . Answer questions from the public at the public counter and by telephone regarding the submittal of plans, obtaining permits, submittal costs and permit costs, procedures and similar inquiries. . Review submitted plans for compliance with submittal requirements. . Review plans for completeness. . Accept, log-in, and appropriately register plans submitted to the Building and Safety Section. . Calculate appropriate fees required for plan submittals and for permits. . Conduct research regarding the history of both permits and property. . Issue electrical, mechanical, and plumbing permits. . Perform other related activities as directed by supervisory staff. EXHIBIT A-2
