HomeMy WebLinkAbout09-17-1990 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA SEPTEMBER 17, 19gO The meeting was called to order at 4:32 p.m. in Room 147, Council Chambers, 22 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were John Acosta, Patricia A. McGuigan, and Miguel A. Pulido. Also present were City Manager David N. Ream, City Attorney Edward J. Cooper and Acting Clerk of the Council Deanna L. Clark. Councilmembers Rick Norton, Daniel E. Griset, and Ron May joined the meeting at 4:42 p.m., 5:07 p.m., and 5:07 p.m., respectively. COUNCIL STUDY SESSION OFF-STREET PARKING {AGENDA ITEM 85.A.) Ken Adams, Planning Manager, explained that a comprehensive revision to the off-street parking regulations in the Zoning Chapter of the Municipal Code had been undertaken by the Planning and Building Agency. Larry Yenglin, Associate Planner, reviewed the process used by the Agency to develop more stringent standards which reflect current parking demand, eliminate inconsistencies, and make the chapter user-friendly. Following discussion by Councilmembers, the Mayor instructed the City Attorney and staff to revise the off-street parking regulations to include only the residential standards and to have Ordinance NS-2087, as amended, ready for the evening session. The general requirements and remaining off-street parking regulations and the Parking Standards Policy Statements will be continued until the October l, 1990 meeting. (See Minutes page 293.) CONSENT CALENDAR REVIEW Michael Metzler, President of the Greater Santa ana Chamber of Commerce, answered questions regarding the use of prior Santa Aha Proud Program funds. Mayor Pro Tem Acosta noted an increase in the doll ar amount of 1990 uninvestigated liability claims vis-a-vis 1989 claims, and he requested that staff prepare an explanation. RECESSED - 4:56 P.M. PUBLIC COMMENTS Jim Tucker, 2062 S. Rene Drive, complained about the peddlers who were painting house numbers on curbs without permission. The Mayor advised Tucker to contact the Police Watch Commander. Miles Leach, 2025 W. Tenth Street, asked when the trial study regarding the diverters at Washington and Flower would be completed and if Bristol would need to be widened due to the extension of the 57 freeway. The Mayor asked Jim Ross, Executive Director of Public Works Agency, to meet with Mr. Leach. Thomas Ferrier, Jr., 521 S. Birch, invited the Mayor, Councilmembers, candidates, and the listening audience to a candidates' forum sponsored by SAMPSON to be held at 7:00 p.m., October 18, 1990, at 1818 S. Bristol. Beverly Friar, 1902 Harbard West, encouraged water conservation and requested assistance from the City with completing the irrigation system on her property. The Mayor referred Ms. Friar to Ken Adams, Planning Manager. CITY COUNCIL MINUTES 294 SEPTEMBER 17, 1990 Kim McPeck, 1823 S. Ross, invited the Mayor, Councilmembers, candidates, and the listening audience to the Great Debate, a candidates' forum sponsored by the Bristol Manor Neighborhood Association to be held at 7:00 p.m., October 2, 1990, at the Police Annex. McPeck requested assistance in obtaining the use of the Council Chambers so that the meeting could be broadcast. The Mayor referred McPeck to the City Manager and Allen Doby, Executive Director, Recreation and Community Services Agency. Mr. McPeck thanked the City staff for their previous assistance and for attending the Bristol Manor Neighborhood Association meetings. 90.C. CITY COUNCIL COMMENTS Councilmember May asked if the City had offered economic assistance to displaced businesses on First and Fourth Streets due to the I-5 Freeway widening. Cindy Nelson, Executive Director, Community Development Agency, stated that the City did not offer assistance but that she would explore the matter. Councilmember May commended the City of Irvine's Guardian Angel Program involving volunteer assistance for handicapped and seniors during disasters and requested staff to research establishing a similar program. The Mayor referred the request to the Fire Chief. In response to Mayor Pro Tem Acosta's inquiry, the City Manager indicated the park rangers would be armed by December. Acosta inquired as to the status of the crossing light at the Courthouse on Civic Center Drive. The City Manager referred the matter to staff. Mayor Pro Tem Acosta's request for clarification regarding the vending carts at the Mexican Independence Day Festival at Centennial Park was referred to staff by the Mayor. Mayor Pro Tem Acosta reported he had received a call regarding a citation issued to VanNguyenfor operating a recycling business at 3412 W. 17th Street without a Conditional Use Permit. The Mayor requested the City Attorney investigate the matter. Acosta requested that a travel policy be established for councilmembers. Councilmember McGuigan commended volunteers and staff for their hard work on the Mexican Independence Day Festival and stressed that world-class cyclists had participated in the Golden City Grand Prix. In response to Councilmember Pulido's inquiry, Jim Ross, Executive Director, Public Works Agency, stated that the Cabrillo Park Drive tree project was nearing completion. Councilmember Norton inquired as to whether the City provided computers to Councilmembers and hoW many computers had been installed. The City Manager stated that he would provide this information. Councilmember Norton stated he would like to see the Memorandum of Understanding with the Santa Aha Police Officers Association settled. CITY COUNCIL MINUTES 295 SEPTEMBER 17, 1990 Councilmember Norton requested clarification regarding the City Attorney's reason for declining to provide legal counsel for the Councilmember in a potential law suit. The City Attorney stated that his office would decline because there was no evidence to indicated that Councilmember Norton was acting in an official capacity per City Charter Section 703. RECESSED TO CLOSED SESSION - ROOM 147 - 9:15 p.m. The Clerk of the Council announced the City Council was recessing to Closed Session pursuant to Government Code Section 54957.6 to meet with its designated representatives regarding labor relations matters.
