HomeMy WebLinkAbout2006-015 - Amend Resolution Nos. 82-110 and 91-066 RESOLUTION NO. 2006-015 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NOS. 82-110 and 91-066 TO AMEND THE CITY'S BASIC CLASSIFICATION AND COMPENSATION PLANS TO CHANGE ONE CLASSIFICATION TITLE IN THE CITY ATTORNEY'S OFFICE AND TO PROVIDE AN INCREASE IN SALARY FOR THE MIDDLE MANAGEMENT CLASSIFICATION OF POLICE TECHNOLOGY AND SUPPORT ADMINISTRATOR (MM) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1: The City Council hereby finds, determines and declares as follows: A. Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council. B. On August 2, 1982, the City Council passed and adopted Resolution No. 82-110, re-establishing the Basic Classification and Compensation Plan for officers and employees of the City of Santa Ana. C. On December 21, 1987, the City Council passed and adopted Resolution No. 87-94, amending Resolution No. 82-110, to establish a basic compensation plan for classes of employment designated as Unaffiliated Confidential (UC) classes, and to set forth certain levels of salaries and benefits for these classes. D. On July 1, 1991, the City Council passed and adopted Resolution No. 91-066, re-establishing the Basic Classification and Compensation Plan for classes of employment designated as Executive Management (EM) and Middle Management (MM). E. The Police Chief proposes to increase the salary level for the middle management classification title of Police Technology and Support Administrator (MM), in order to maintain internal pay equity relationships and attract and retain qualified candidates. F. The City Manager proposes to change one existing full time classification title to more accurately reflect the duties and responsibilities of the position and keep internal consistency with other classifications. G. It is now desired to amend Council Resolution Nos. 82-110, as amended, and 91-066, as amended, in order to effect these changes. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: Section 2: That Section 3 of Resolution No. 82-110, as amended, is hereby further amended by changing the existing un-represented confidential classification title of Legal Management Assistant (Exempt) (UC) to Senior Legal Management Assistant (Exempt) (UC), at no change to the six-step salary rate range currently assigned. Section 3: That Section 3B of Resolution No. 91-066, as amended, is hereby further amended by providing an equity adjustment to the following class title: 15-Steo Salarv Rate Ranae (SRRl Effective 03/20/06 CLASS TITLE Police Technology & Support Administrator (MM) FROM No. MM-22 Annual Salarv (Min-Maxl ($78,504-110,904) TO No. MM-25 Annual Salarv (Min-Maxl ($84,540-119,436) Section 4: That except as amended by this Resolution, all other provisions of Resolution Nos. 82-110, as amended, and 91-066, as amended, shall remain in full force and effect. Section 5: That this Resolution shall be operative from and after March 20, 2006. ADOPTED this 20th day of March, 2006. APPROVED AS TO FORM: Joseph W.
