MAIN STREET DEVELOPMENT
MINUTES
May 21, 2003
CALL TO ORDER
The meeting convened at 7:25 a.m. in City Hall, Room 831, 20 Civic Center Plaza,
Santa Ana, California.
ATTENDANCE
City Council Committee Members present were: Council member Claudia Alvarez,
Council member Lisa Bist and Councilmember Jose Solorio.
Staff members present were: Assistant City Manager Debra Kurita, Community
Development Agency Executive Director John Reekstin, Planning Manager Joseph
Edwards, Community Preservation Manager Bruce Dunams, Associate Planner Bob St.
Paul, Code Enforcement Inspector Alvaro Nunez and Project Manager Vicki Uehli.

Members of the public present were: Ben Grabiel and Vincent Sarmiento.
AGENDA ITEMS
1. APPROVAL OF MINUTES - April 16, 2003
Action: Councilmember Bist moved and Councilmember Alvarez seconded
the approval of the minutes.
2. PROPOSED CODE ENFORCEMENT ACTIONS
Alvaro Nunez reported that several properties were receiving Notices of
Violation. He is working with CDA via the Rebate Program to remove two pole
signs. He also provided the committee members with a list of properties owned
by Michael Harrah that included Notices of Violation issued on these properties.

3. PROJECT UPDATES
'-" a) SWC First and Main Streets - Vicki Uehli reported that the DRC response
letter, including a schedule, was forwarded to the developer. The Agency has
also met with the developer to finalize the term letter. The developer has not
yet identified a restaurant.
b) Main Street Concourse - John Reekstin reported that the developer is
continuing to work on their site plan and find a new developer for the
residential portion of the project.
c) One Broadwav Plaza - Joseph Edwards reported that escrow is scheduled to
close on the POA property in early June. At that time, staff will reassess the
environmental document to determine what updates are needed prior to being
released to the public.
d) South Main Utilitv Underaroundina - John Reekstin reported that the under -
grounding schedule is still set for January 2004; however, staff continues to
work with SCE to try to accelerate the schedule.
e) MainlWarner School Site - John Reekstin reported that he had reviewed the
various letters that had been transmitted to the District regarding the corner
treatment. Council member Bist requested additional information on the
\0..- landscape treatment that had been provided to the District.
f) Fence Adiacent to the Bike Path - John Reekstin reported that the property
owners were not returning staffs calls requesting that they remove the fence.
Code Enforcement will look into the site to determine if the fence is in
violation of any codes.
4. PUBLIC COMMENTS
Ben Grabiel
. Introduced himself and noted his interests in Main Street.
Vincent Sarmiento
. Informed the committee that Festival Hall had been approached by a cultural
center to use the hall during off hours.
5. COMMITTEE MEMBER COMMENTS

. Requested an update on the 4th Street pushcart vendors and a general
update on Downtown activities.
