Minutes of Meeting
May 19, 2003
CALL TO ORDER
The meeting was convened at 4:40 p.m. in the Police Department 4th Floor
Conference Room, 60 Civic Center Plaza, Santa Ana, California.
ATTENDANCE
Councilmembers present were: Mayor Pro Tem Brett Franklin, Councilmembers
Alberta Christy, Claudia Alvarez (Absent).
Staff present: City Manager Dave Ream; Assistant City Attorney Paula
Coleman; Police Chief Paul Walters; Fire Chief Marc Martin; Fire Marshal Lori
Smith; PRCS Director Gerardo Mouet; Police Captain George Saadeh; Police
Lieutenant Tony Levatino.
SUMMARY OF DISCUSSIONS
1.
APPROVAL OF MINUTES

The Minutes of the April 21, 2003 meeting were approved.
2.
FIREWORKS PROGRAM
Chief Martin and Lori Smith reviewed the fireworks program for 2003.
They provided the Committee with a list of 84 organizations that are being
evaluated for booths and their booth locations. These organizations will
be fully screened for Municipal Code compliance. They also provided a
list of organizations that are not being invited back to participate in 2003
Fireworks program due to violations of the Santa Ana Municipal Code.
Gerardo Mouet answered questions from the Committee regarding the
activities planned for Centennial Park on July 4, 2003.

AUTOMATED RED LIGHT ENFORCEMENT SITES
Lieutenant Levatino and Captain Saadeh reviewed the Automated Red
Light Enforcement sites and the test system that is in operation at
McFadden and Harbor. A 30-day warning period went into effect on May
18, 2003 to allow citizens to become accustomed to the new system.
There will also be public service announcements advising the public of the
new system.

5. COMMITTEE MEMBER COMMENTS
Mayor Pro Tem Franklin requested that the Committee be advised
regarding the process for groups providing educational services to the jail
inmates.
