Minutes of Meeting
July 21, 2003
CALL TO ORDER
The meeting was convened at 4:40 p.m. in the Police Department 4th Floor
Conference Room, 60 Civic Center Plaza, Santa Ana, California.
ATTENDANCE
Councilmembers present were: Mayor Pro Tem Brett Franklin, Councilmembers
Alberta Christy, Claudia Alvarez (Absent).
Staff present: City Manager Dave Ream; Assistant City Attorney Paula Coleman;
Police Chief Paul Walters; Fire Chief Marc Martin; Fire Marshal Lori Smith;
Police Lieutenants Phil Archer and Collie Provence, PRCS Director Gerardo
Mouet, Corporal Todd O'Conner and Officer Ron Anzai.
SUMMARY OF DISCUSSIONS

1. APPROVAL OF MINUTES
The Minutes of the June 16,2003 meeting were approved.
2. FIREWORKS UPDATE
Chief Martin gave an overall fireworks update. He said there were
problems with a few fireworks stand operators that did not comply with
regulations. Both Councilmembers suggested that fewer stands should be
allowed and stricter rules placed on them. The Police Department also
seized Illegal fireworks.
3. ADULT ENTERTAINMENT ORDINANCE REVIEW
Collie Provence and Paula Coleman reviewed the current Adult
Entertainment Ordinance that helps to control the number of bars opening
in the City. No new ones have opened since 1998. After reviewing the
Ordinance, they felt that there is nothing that could be changed at this
time.

SANTIAGO PARK ENFORCEMENT UPDATE
Phil Archer reviewed security and enforcement efforts and
recommendations for environmental modifications. The encampment
under the bridge has been removed and foliage cleared. Among the
recommendations are a full-time park ranger, mounted patrol for activities
and encouraging more community activities in the park. Further updates
will be brought to the committee at the next meeting. Mr. Franklin
requested that the officers responsible for park enforcement continue to
attend the Public Safety meetings.
