Minutes of Meeting
September 15,2003
CALL TO ORDER
Due to a lack of quorum, an information-only meeting was held in the Police
Department 4th Floor Conference Room, 60 Civic Center Plaza, Santa Ana,
California.
ATTENDANCE
Committee Members: Mayor Pro Tem Brett Franklin (Absent); Councilmembers
Alberta Christy and Claudia Alvarez (Absent).
Staff present: City Manager Dave Ream, Assistant City Attorney Paula Coleman;
Police Captain Bruce Carlson; Police Captain George Saadeh, Acting Fire Chief
Ray Comeau; Fire Marshal Lori Smith; PRCS Assistant Director Gerardo Mouet;
Parks Superintendent Mike Lopez and Park Ranger Rodriguez.
~ Public present: Jim Walker, Richard Roehm and Sophia Aguirre.
SUMMARY OF DISCUSSIONS
1. APPROVAL OF MINUTES
Approval of Minutes of the August 18, 2003 meeting was delayed until the
next scheduled meeting.
2. FIREWORKS BOOTH ELIGIBILITY DISCUSSION
For information purposes only, Richard Roehm, Orange County Deaf
Advocacy Group, through interpreter Sophia Aguirre, described his
agency and the services it provides. He related that he understands the
requirements for fireworks booths and their eligibility and would like the
Committee to take under consideration the organization's benefit to the
community.

POTENTIAL FIREWORKS ORDINANCE CHANGES

It was suggested by the City Manager that this item be reagendized for the
next Public Safety meeting.

4. COP ASSOCIATION/COM LINK MERGER PROJECT
Captain Saadeh reviewed the project of revitalizing COP by looking at
combining Com Link and the Community Oriented Policing Association.
He further stated that the Strategic Plan for this project has been
completed and meetings have been scheduled to discuss it.
5. PARK RANGER REPORT ON SANTIAGO PARK ENFORCEMENT
This report will be reagendized for the next Public Safety meeting.
6. PUBLIC COMMENTS
Mr. Walker reviewed some suggestions he had concerning the merger of
the COP Association and Com Link to form a community partnership.
