Staff members present: Debra Kurita, Assistant City Manager; Tom Gergen, Information Systems Manager; Pat Healy, Clerk of t he Council; Rob Richard, Library Director; Gerardo Mouet, Assistant Director, Parks, Recreation and Community Services Agency; Virginia Adame, Sr. Recreation Supervisor, Parks, Recreation and Community Services Agency; Corporal Robert Faster, Santa A na Police Department; Sergeant Nick Rubbo, Santa Ana Police Department; and, Alma Flores, Senior Management Assistant, City Manager's Office AGENDA ITEMS Approval of Minutes for Meeting of March 12, 2003 (Bist, Alvarez) City Telephone System Upgrade Project Tom Gergen, Information Systems Manager, presented an update on the telephone system upgrade project. Mr. Gergen stated that this item would be on the Council Agenda of June 16, 2003. The existing contract with Business Network Solutions, Inc. will be expanded to upgrade the telephone systems and maintenance services at several City locations. The enhanced systems will upgrade the 17-year old main telephone switch for which the manufacturer has discontinued replacement parts and support. Upgrades will also be made to nineteen other City telephone sub-systems including Fire Department facilities, Park and Recreation sites, the City Yard and the Train Depot. These phone subsystems range in age from 13 to 20 years old. The cost of the expanded work is estimated at $700,000 \. Server and Mainframe Computer Maintenance Agreement Report Tom Gergen, Information Systems Manager, provided the following information relative to mainframe computer maintenance, maintenance of server-class computers and "SPAM" . Item 25B on the Council Agenda for June 16, 2003 extends the agreement with Symco Group, Inc., through June 30, 2004 in an amount not to exceed $64,000 for mainframe computer maintenance, equipment and technical services. Mr. Gergen explained that the City's financial system relies on the IS Division to input, process, and post daily transactions to the Lawson Financial system and Business Licensing systems. To accomplish this task, the IS staff utilizes Unisys mainframe computer equipment maintained by the Symco Group, Inc. · Item 25D on the Council Agenda for June 16, 2003 is a recommendation for a three year agreement with the Hewlett-Packard Company to provide equipment maintenance of server-class computers and related equipment in an amount not to exceed $300,000 during the three-year term. Mr. Gergen explained that key computer-based services such as electronic mail, Internet access, secure data storage, and computer applications such as payroll, SAPIN, municipal utility billing, computer aided police dispatch, jail management, records management, etc., operate on server- class computers in City Hall and police computer centers. Due to the importance of these services and applications it is critical to have equipment maintenance available on a 24-hour basis. A three-year agreement will secure maintenance service and provide the City with the lowest possible cost per year for these services. · Mr. Gergen explained that many City agencies and employees have experienced a rise in SPAM or unsolicited junk e-mail. He noted that he had conducted a survey to determine how other cities dealt with email spam. In a Survey of 16 cities, seven did report that they use a spam product. In some of the cities polled, spam is not an issue; in Fullerton, users are asked to delete spam email.Mr. Gergen noted that he will continue to work with agencies on this issue but that there was not a recommendation to purchase a spam product at this time. Employees should be reminded of some of the bad habits that invite junk mail to reduce the risk of being inundated by spam. Upcoming Technology Related Council Items In addition to the items noted above, there is an agenda item for the June 16, 2003 Council meeting for the renewal of contracts for the purchase of network servers, desktop computers, printers, laptops, and other peripheral computer equipment for a one-year period in an aggregate amount not to exceed $2.2 million with several vendors. ..", ...., ""'" '-' "" '-' Project Updates The remaining items on the Technology Committee agenda including the Logan Computer Center Update, Technology Grant Update (McFadden technology Learning Center) and Santa Ana Technology Consortium were continued until the next Committee meeting. Public Comments - Erik Faraldo, representing Community Action Partnership addressed the Committee and informed the members and staff that his organization works with partner groups in finding recycling alternatives for old computer monitors ADJOURNMENT: 6:20 P.M. - to Wednesday, July 9,2003 ~,~ "_<>i~ - Debra Kurita Assistant City Manager
