July 17, 2003
CALL TO ORDER
The meeting convened at 5:35 p.m. in Room 831, City Hall, 20 Civic Center Plaza,
Santa Ana, California
ATTENDANCE
City Council Committee members present: Claudia Alvarez and Lisa Bist
Staff members present: Debra Kurita, Assistant City Manager; Joe Fletcher, City
Attorney; Tom Gergen, Information Systems Manager; Pat Healy, Clerk of the Council;
Gerardo Mouet, Assistant Director, Parks, Recreation and Community Services Agency;
Jenny Rios, Recreation Superintendent and Virginia Adame, Sr. Recreation Supervisor,
Parks, Recreation and Community Services Agency; Mike Lewellen, Manager,
Computer Services, Santa Ana Police Department; and, Alma Flores, Senior

AGENDA ITEMS
Approval of Minutes for Meeting of June 11, 2003 (Alvarez, Bist)
Parks, Recreation and Community Services Agency Technology Update
Gerardo Mouet, Jenny Rios and Virginia Adame updated Committee members
relative to the Logan Technology Center, the Santa Ana Technology Consortium,
the Hope Worldwide Computer Genius Program, and the McFadden technology
and Learning Center.
Loaan Technoloav Center
. Computer lab with six PC's used by the public
. Youth participants use computers for homework and school projects with
staff assistance
. Services for youth are provided Monday through Friday from 2:00 to 5:00
p.m.
. Adult evening computer class opportunities are being explored with
partnership help from Santa Ana college, UCI, CSUF and Santa Ana
Library

Santa Ana TechnoloQY Consortium
· The Santa Ana Public Access Computer Center Directory has been .."
updated
· Directory has been made available online on the City's web site and hard
copies are available for distribution
· Several service providers have eliminated public access services or
reduced service hours due to budget cut backs
Hope Worldwide Computer Genius ProQram
· Hope Worldwide is the non-profit arm of the Los Angeles Church of Christ
which previously had an Orange County branch office located in Irvine
· The Parks, Recreation and Community Services Agency facilitated the
program development and implementation in Santa Ana schools for
several years until 2002
· The program offers technology training to intermediate school students
who receive a free computer at the end of an eight week training program
· The number of student participants is dependent on the number of
donated computers that Hope Worldwide is able to secure
· In FY 02-03, Hope Worldwide worked directly with the schools, providing
services at Villa Intermediate School
· Parks discontinued involvement because the program was firmly
established in the Santa Ana Unified School District
· Hope Worldwide has requested that the City resume facilitating services " ~
since the Orange County branch office in Irvine has closed -
· A partnership agreement with Hope Worldwide will be considered to
provide the program at the McFadden Technology and Learning Center
McFadden TechnoloQY and LearninQ Center
· The McFadden Branch Library has been transformed into a Technology
and Learning Center operated by Parks, Recreation, and Community
Services Agency effective July 1, 2003 through a $248,375 one-year grant
from the United States Department of Education
· Homework assistance for youths and access to computers for youths and
adults will be continued
· Cultural arts, career development, and tutoring services will be added for
youth

S8 20 (Sher) - Hazardous E-waste Recycling
A letter in support of SB20 has been signed by the Mayor and sent to Senator
Byron Sher on June 30, 2003. The Bill would require manufacturers of
hazardous electronics to take responsibility for the safe handling and recycling of
their products when the product life has ended
Upcoming Technology Related Council Items
Debbie Kurita, Assistant City Manager reported that there were no upcoming
technology related items scheduled for approval by the Council in August.

However, pending items include the cabling required as part of the Santa Ana
Zoo at Prentice Park expansion and two grant awards updating the Santa Ana
Police Department dispatch system
Public Comments - None
Council Comments - Council member Alvarez asked staff about the status of
the red light enforcement system. She noted that the first of the court cases
resulting from enforcement were scheduled for the upcoming week.
