The following council members were present: Claudia Alvarez Mike Garcia Jose Solorio Staffs present were: Dave Ream, City Manager Joe Fletcher, City Attorney Jon "Rip" Ribble, Exec. Dir., PRCSA Gerardo Mouet, Asst. Dir., PRCSA Ron Ono, Design Mgr., PRCSA 1. APPROVAL OF MINUTES ACTION: Minutes of the February 4, 2003 meeting were approved. 2. PARK IMPROVEMENT STATUS REPORT Staff presented the $16,000,000 project list which identifies 24 projects completed, 11 projects under construction, two projects currently being advertised for bids, and four projects in the construction documents stage. '--' Staff reported the next ground breaking event is scheduled for Adams Park playground equipment, ballfield lighting, and block wall construction on March 15, at 3:30 p.m. Adams school PT A will be providing game booths and refreshments at the event as a fund raising effort. ACTION ITEM: Council Committee requested that the new park improvement projects be added to the project list. 3. UPCOMING CARNIVAL ACTION ITEM On March 17, 2003, City Council will be taking action on a recommendation to enter into an agreement with two carnival promoters. The Request for Proposal was issued on December 11, 2002, and mailed to 44 carnival promoters. Ten promoters attended a pre-proposal conference with staff and only two proposals were received. The agreement will be for one year with three, 1-year renewal options. Carnivals will be held at four park sites (Centennial, Jerome, Cesar Chavez Campesino, and EI Salvador Park) with no more than two carnivals at each location. '--' "-' The new agreement with the two promoters will generate an additional $37,000 in revenue. ACTION ITEM: 1) Council Committee requested what type of background checks are available on carnival employees. 2) Council Committee requested the possibility of including in the contract that City has the right to reject any particular carnival operator. 4. NUMBER OF CARNIVALS AUTHORIZED Staff presented the history on the number of carnivals to be held on city parks. City Council approved, on January 18, 2000, to restrict the number of carnivals to six park sites (Centennial, Jerome, Madison, Cesar Chavez Campesino, Rosita, and EI Salvador.) Council also indicated that no more than eight carnivals per year will be held at the approved park sites, and no more than two carnivals per year at each site. The new agreement will continue Council's position of no more than eight carnivals per year, and only two at each site. The agreement will also restrict the carnivals to four park sites (Centennial, Jerome, Cesar Chavez Campesino. and EI Salvador). The City Council Committee, after discussing the possibility of increasing the number of carnivals per year, elected not to increase the number. "" 5. PUBLIC COMMENTS None 6.
