MINUTES
The meeting was convened at 6:00 p.m. in the City Hall, Room 831.
The following Council Members were present:

1. APPROVAL OF MINUTES
ACTION ITEM: Minutes of July 1, 2003 meeting were approved as submitted.
2. EFFECT OF THE ASSESSMENT DISTRICT RESULTS ON PARKS
'-- Staff presented the overall budget reduction in Parks, Recreation and Community Services
for FY 2002/03 and FY 2003/04. The results ofthe assessment district not passing will
require the Parks, Recreation and Community Services Agency to reduce the Parks Services
budget by an additional $600,000. This reduction will require the elimination of 18 full time
Park Maintenance Worker positions. Reduction will be based on seniority and will become
effective on December 31, 2003. The agency is working closely with Personnel, Work Center
staff and other cities to find alternative employment for staff. A recommendation will be
made to City Council to approve a "Golden Hand Shake" retirement package for eligible
Park Maintenance employees.
ACTION ITEM: Check on the possibility of keeping the positions to be eliminated
on the books, but unfunded.
3. DISCUSSION ON POCKET PARKS
Staff explained that in the early 60's California, along with other states, promoted the
development of pocket parks to address the need for recreational opportunities in densely
populated areas that were void of open space. With the passage of Proposition 13, California
Parks and Recreation Departments were forced to analyze the cost effectiveness of this
program. The analysis indicated the problems created by the mini park, out weighed the use
and need for improvements. These smaller remote park sites required additional man-hours
due to travel time lost between parks, under utilization of recreation staff, increase
vandalism/security, loitering, drug activity, misuse of equipment, aIld complaints from the
neighborhood. The City of Santa Ana developed seven pocket parks, of which only four
\iw remain.

Recently, individuals and/or organizations have requested the City to look into developing
pocket parks in their community. With the limited funds available in the City budget, staff is
requesting the community to adopt, develop and maintain the open space through sources
other than the City budget. A request for a park at 4th & French Street was shared with the
Council Committee.

· Requested removal of the "Things to Come" signs after October 7th.
