might have a conflict of interest in acting as the City's representative to the Transportation
Corridor Agency boards due to his employment with Orange County.

COMMENTS
90.A. PUBLIC COMMENTS
Miles Leach, 2025 W. Tenth Street, commented that the approval by the Council of the
Bristol Corridor Project did not reflect the public's sentiment as expressed by the speakers
during the public hearing, and expressed the opinion that the City Council was erroneously
representing the citizens.
Ms. Ullo, United Samoan Organization, requested additional Community Development Block
Grant funding and a larger space for programming by the United Samoan Organization. The

Mayor referred Ms. Ullo to Cindy Nelson, Executive Director, Community Development
Agency for assistance.
V. L. McGowan informed the Council that the U.S. Supreme Court had recently ruled that
property owners must be compensated for their loss in the event they are prevented from
developing their property by a governmental jurisdiction.

CITY COUNCIL COMMENTS
Councilmember Richardson requested information from staff regarding the disposition of
interior fixtures at the West Coast Theater, and a written update regarding the purchase of
the methadone clinic at Third and Lacy Streets.
In response to Mayor Pro Tem Pulido's inquiry, the Police Chief indicated that automated
speed enforcers were currently in operation on Grand Avenue near Century High School.
Councilmember McGuigan requested a development status report and list of projects for
Harbor Boulevard.
Councilmember Acosta noted that Anaheim had recently installed left-turn signals governed
by green arrows which permitted additional turning movements if oncoming traffic were
clear, and inquired as to whether Santa Ana contemplated installing such signals. The
Executive Director of Public Works Agency responded that some safety concerns existed
with respect to "permissive left-turn signaling," and indicated he would investigate further.
Councilmember Acosta requested the City Attorney to review the Council policy which
assigned nomination responsibility for Board and Commission representatives to individual
Councilmembers.
In response to Councilmember Norton, the City Manager indicated the City's proposed
Budget did not include 10 additional Police Officers this year, but that increased staffing
would be a priority in future years.
Mayor Young reported that he, Mayor Pro Tem Pulido and Councilmember Richardson had
attended a Congressional Committee heating regarding the site of a new Federal Courthouse,
and attempted to persuade the Committee charged with site selection that the Courthouse be
located in Santa Ana rather than Irvine or Laguna Niguel.
