HomeMy WebLinkAbout05-09-05 SANTA ANA CITY COUNCIL COMMITTEE PUBLIC SAFETY Minutes of Meeting May 9, 2005 CALL TO ORDER The meeting was convened at 6:05 p.m. in City Hall, 20 Civic Center Plaza, 8th Floor, Room 831, Santa Ana, California. ATTENDANCE Councilmembers present: Alberta Christy, Claudia Alvarez and Carlos Bustamante. Staff present: City Manager David Ream, Assistant City Attorney Paula Coleman, Police Chief Paul Walters, Fire Chief Phil Garcia, Fire Marshal Lori Smith, Lts. Alan Caddell and David Valentin, and Sgt. Lorenzo Carrillo. SUMMARY OF DISCUSSIONS 1. APPROVAL OF MINUTES Approved Minutes of the March 28, 2005 meeting. 2. PROPOSED FIREWORKS ORDINANCE Chief Garcia reported that the proposed ordinance would be reconsidered after the 4th of July for the 2006 season. Fire Marshal Smith handed out the results of the fireworks booth lottery and will keep the committee updated on the status of the final booth counts. She also stated that the educational campaign will be under way by mid May and that they are scheduled to speak with schools, PTAs and neighborhood groups concerning fireworks rules and regulations. 3. COMMUNITY RELATIONS TEAM UPDATE Sgt. Carrillo stated that the Community Relations Team (CRT) has been very successful in the projects they have participated in so far and reviewed some of the more recent ones. Lt. Valentin will also be working with Sgt. Carrillo and the CRT. 4. PROBLEM ORIENTED POLICING PROJECTS Lt. Caddell distributed information and explained the Problem Oriented Policing and Code Enforcement strategies. He reviewed how the Police Department works with Code Enforcement to determine the underlying cause of crime in a specific location and bring in the tools necessary to address the issues of disorder. 2 5. CRUISING ENFORCEMENT UPDATE Lt. Caddell reviewed the Anti-Cruising Plan for 2005. The plan consists of three phases: Education, Enforcement and Environmental Design. The Police Department has developed an operational plan to incrementally deal with cruising activity based on the amount of activity and associated harms to the community. 6. CRIME PREVENTION PROGRAM FOR CHURCHES Lt. Valentin explained his plan to establish a gang-free zone grant. The grant has been applied for and the Police Department will be working with Summit School to provide crime prevention awareness. Pastors are being contacted to bring to the Department's attention when crimes are being committed at the churches. A follow-up meeting with the Pastors has been scheduled for June 2, 2005. 7.
