Since a quorum of the City Council was not present, no business could be transacted. Those
present, including members of the Santa Ana, Garden Grove, and Tustin Unified School
District Boards, representatives of Rancho Santiago College, Eastside and Wilshire Square
Neighborhood Improvement Areas, the press, and City staff, participated in a discussion on
identifying needs of the different school districts that could be funded under a City-wide
redevelopment area.
