Minutes of Regular Meeting
June 8, 2005
CALL TO ORDER
The meeting convened at 5:36 p.m. in the Room 831, 20 Civic Center Plaza, Santa
Ana, California
ATTENDANCE
City Council Committee members present: Carlos Bustamante and Lisa Bist
Staff members present: Debbie Kurita, Assistant City Manager; Tom Gergen,
Information Systems Manager; Carol Molina-Espinoza, Sr. Management Analyst;
Francisco Gutierrez, Finance Director; Christine Calderon, Treasury Manager; Alex
Chung, Information Services, Bob DePrat, Information Services; Alex Green,
Information Services; Bruce Fruchter, Information Systems; Rob Richard, Library
Director; Ben Kaufman, Chief Assistant City Attorney; and, Alma Flores, Senior
Management Assistant, City Manager's Office

Approval of Minutes for Meeting of September 25, 2003 (Bustamante, Bist)
WebPage Update
Rob Richard and Bob DePrat discussed the updates for the WebPage as follows:
. Addressed download speed, should be less than 10 seconds or customers
will lose interest; will limit graphic size and page content
. Readability should be at ih and 8th grade levels and the ability of having
important items easily accessible
. Add Search capability
. Uniformity represents the same organization throughout the site for a
cohesive look. Web writers have been trained relative to punctuation,
grammar and structure
. Reliability of web content; the pages will have posted a review date and will
indicate the source of last individual that updated the information.
. Added key categories on the left side of the page, i.e. permits
. Pointed out that most residents don't have DSL, obtained statistics from
random telephone survey, adelphia broadband and compared with surveys
that have a high Latino population: 72,000 to 74,000 of the current housing
units only 30% are online, 15,000 of those use dial-up
. Live Date scheduled in October, all new site
. Agency Representatives will have the skills to update their own WebPages,
but the WebTeam will post live
Councilmember Bustamante invited Steven Salcido and Julie Nguyen to present
some ideas:
. Both worked with dot com organizations such as OneGlobalPlace, etc.
. All images are optimized; top bar is loaded once, and is constant
throughout the website
. Mentioned that google has a search application that the City may want to
obtain
Document Imaging Project Update
Christine Calderon and Bruce Fruchter presented an update and a demonstration of
the Treasury document-imaging project. Highlights of this presentation are as
follows:
. Document imaging steering committee formed in 2002 to provide direction to
the City's evolving implementation of document imaging technology
. City Clerk designated the lead on the steering committee
. Committee selected small pilot project in the Office of the Clerk
. LaserFiche Imaging Software was selected
. The following documents were scanned into the LaserFiche system:
cashiering day's work, business licenses (applications, letters, etc) , utility
billings, and dog licenses
. System provides backup of vital City records
. Provides more expedient document retrieval
. Allows multiple access to documents
. The next City imaging project will be for Public Works, where there is a need
for imaging thousands of maps and documents
Wireless Citation Devices Update
Assistant City Manager Debbie Kurita gave a brief update on the WiFi wireless
opportunities. She surveyed the Cities of Fullerton and Long Beach. The City of
Fullerton Council members created a taskforce that reported a year later with a
plan to expand wireless opportunities to the Downtown. The infrastructure cost
of $55,000 would include streetlight plugins. The City of Long Beach is
identifying infrastructure needs for the Downtown, Marina and Airport. The idea
is to provide wireless opportunities to a block radius where customers can bring
their laptops and search the Internet. This would be a marketing tool for
businesses, where they would have to pay for maintenance. Council member
Bist would like to add this item to a future agenda.
Upcoming Technology Related Council Items (Software agreements, equipment
contracts, etc.
Tom Gergen briefed the Committee relative to pending technology items that will
be brought to the City Council for approval in July and August, 2005
Project Updates
Debbie Kurita gave a brief update on the City's Financial System.

Council Comments -
Mayor Pro Tem Lisa Bist requested an audio of the Council meetings on the
website.
Councilmember Bustamante would like to discuss the audio posted on the
website at a future meeting.
