The Clerk of the Council announced the City Council was recessing to Closed Session pursuant to: Government Code Section 54956.9(a) to confer with the City Attorney regarding pending litigation which had been initiated formally to which the City was a party, to wit: Dittman vs. City of Santa Ana (Worker's Compensation) Seixas vs. City of Santa Ana (Worker's Compensation) Litigation (identification of which would jeopardize the City's ability to conclude existing settlement negotiations to its advantage); Government Code Section 54956.9(b)(1) regarding pending litigation of significant exposure; Government Code Section 54957.6 to meet with its designated representatives regarding labor relations matters. CITY COUNCIL MINUI'I~S 253 AUGUST 1~, 1991 RECONVENED - COUNCIL CHAMBERS - 7:45 P.M. - All Councilmembers present. COMMENTS 90.A. PUBLIC COMMENTS Margaret Fan'is, 15200 S. Magnolia, #43, Westminster, reported she was being harassed by gang members in the Civic Center area and asked the Councilmembers for assistance in stopping the harassment. Jim Tucker, 2062 S. Rene, Human Relations Commission Chair, indicated the Commission was interested in establishing a program to assist senior citizens who are unable to paint their homes. The Mayor requested staff investigate the matter. Councilmember McGuigan suggested Tucker contact the Santa Ana Jaycees who were looking for a project for their service organization. Steve Quartararo, 811 N. Broadway, requested that the Council reconsider its action with respect to the single-room occupancy ordinance and include his site at 811 N. Broadway among those approved for development as a single-room occupancy structure. Florence Leach, 2025 W. Tenth Street, expressed the opinion that many deficiencies existed in the Washington Square Neighborhood Protection Plan. Scan Mill, 617 S. Starboard, expressed the opinion that the City Council was fiscally irresponsible in providing funds to the Santa Ana Chamber of Commerce and requested an accounting of the use of those funds allocated to the Chamber by the City. The Mayor requested the Assistant City Manager prepare such a report. 90.C. CITY COUNCIL COMMENTS Councilmember Acosta requested a response from the City Attorney with respect to a recent communication to the Council from Catellus Development. He also cited lack of appropriate support from Council Services staff and requested a meeting with the Mayor to discuss the subject. Councilmember Acosta also presented a "Key to the City of Tecate" to Mayor Young from Mayor J. Ruben Adame Loustaunau, Mayor of Tecate, which he had received on behalf of Mayor Young during a recent visit to Tecate, Mexico. In response to Councilmember Pulido, the Police Chief provided a brief status report on the Department's implementation of the City's cruising ordinance and the operations of the Gang Unit Task Force. CITY COUNCIL MINUTES 254 AUGUST 19, 1991 Councilmember Richardson complimented Santa Ana Community Preservation Inspector Cecilia Flores and Santa Ana Police Officer Carol Craig on their code enforcement efforts in the Willard/Ross area. He also asked staff to investigate the feasibility of a purchase by the YWCA of property at the northwest corner of Washington and Durant. Councilmember McGuigan complimented the Fire Department on their recent successful Underground Tank Conference which she attended and commended Santa Ana Firefighter Bruce Guy for his coordination of the Conference. 70.A. Motion: CLOSED SESSION REPORT Approve. Memorandum of Understanding between the City of Santa Ana and the Santa Ana Police Management Association for the period July 1, 1991 through June 30, 1993 ^-91-094 Memorandum of Understanding between the City of Santa Ana and the Service Employees International Union/Local 1939 AFL-CIO, CLC, Part Time Employees Representation Union for the period July 1, 1991 through April 30, 1992. A-91-095 Motion: Authorize settlements as follows: Dittman vs. City of Santa Ana (Worker's Compensation), stipulation and compromise and release in the amount of $16,520.00.
