CALL TO ORDER
The meeting convened at 5:42 p.m. in the First Floor Conference Room, Ross Annex,
20 Civic Center Plaza, Santa Ana, California

Approval of Minutes for Meeting of July 17, 2003 (Alvarez, Bist)
Document Imaging Project Update
Pat Healy and Bruce Fruchter presented an update and a demonstration of the
Clerk document imaging project. Highlights of this presentation are as follows:
. Document imaging steering committee formed in 2002 to provide direction to
the City's evolving implementation of document imaging technology
. City Clerk designated the lead on the steering committee
. Committee selected small pilot project in the Office of the Clerk
. Council approved funding in December, 2002
. LaserFiche Imaging Software was selected
. The following documents were scanned into the LaserFiche system from
1886 to Present: Minutes, Resolutions, and Ordinances
. The following documents were scanned and indexed from January, 2003 to
the present: Agendas, Agenda Packets, and Contracts
. System provides backup of vital City records
. Provides more expedient document retrieval
. Allow multiple access to documents
. Remaining tasks include the rollout and training of additional users, and
preparation of the DVD Archive
. The next steps in reviewing City imaging projects include: pursuit of finance
business functions for the next project; definition of requirements and scope,
amendment of vendor agreement, and implementation
Red Light Cameras Update
Sergeant Kevin Brown presented an update on the status of red light camera
installation in the City. He noted that from June, 2003 to the present, photos
have been taken of 4,000 violators. Of these only 10 violations have been "lost"
due to delays. From the period 8/21/03 to 9/25/03, 214 cases have gone to
court: Of these cases: 35% of the violators did not appear in court, 31%
appeared in court and received a fine, 15% pled guilty, and 10% sent in check in
lieu of appearing in court. Sergeant Brown further reported that the cameras are
currently at four intersections (five approaches). The Court is working very
closely with the Police Department and to date the City has been very
successful. Review of the violations has revealed that the vast majority of
offenders do not live in Santa Ana. In the near future cameras will be installed at
two more intersections: Fairview/Edinger and 1st and Grand. There are five more
intersections under consideration.
Wireless Citation Devices Update
Sergeant Brown also gave a brief update on the wireless citation devices
purchased through a grant that expires in December. He noted that to date there
have been 4, 400 electronic citations issued. He reported that there were a few
software problems encountered, but the devices have been successful. The
Department is looking at permit parking to develop a better tracking system for
guest passes.
Seniors Teaching Seniors Update
Gerardo Mouet, Assistant Director, Parks, Recreation and Community Services
Agency reported that the City makes available 24 computers for use by Seniors
at Southwest and Santa Ana Senior Centers. Following is a description of the
classes that are currently offered at the two centers.
Southwest Senior Center (Computer Center is located at Corbin)
. There are 14 computers; five of these are relatively new
. Most of the computers are the property of Santa Ana College
. Computers are connected to the Internet
. Classes take place from 9:00 a.m. to Noon, Mondays through
Thursdays
. Each class has 20 students; courses offered include Introduction to
Computers, Beginner, Intermediate, and Advanced
Santa Ana Senior Center
. There are 10 computers at the Center; computers are old and not
connected to the Internet
. Computers are property of Santa Ana College
. Classes take place from 9:00 a.m. to Noon, Mondays through
Thursdays with 15 students per class
. Dr. Sergio Sotello, Santa Ana College Dean of Adult Education has
committed to install 18 new computers this fall. New computers will be
ready to connect to the Internet
. The three levels of classes offered include: Orientation to Computers,
Beginner Introduction to Computers, and Intermediate
Upcoming Technology Related Council Items (Software agreements, equipment
contracts, etc.
Tom Gergen and Mike Lewellen briefed the Committee relative to pending
technology items that will be brought to the City Council for approval in October
and November, 2003
