FILE 140 *** END OF CONSENT CALENDAR*** CITY COUNCIL MINUTES 265 SEFrEMBER 3, 1991 BUSINESS SESSION MINUTES Miles Leach, 2025 W. 10th St., expressed the opinion that the Minutes should be a history of the City, and complained that the Minutes of August 19 regarding the Washington Square Neighborhood Traffic Protection Plan did not include the position (pro or con) of those who spoke concerning the Plan. The Clerk of the Council explained that the long-standing practice of the Clerk's Office was to list speakers only, not their positions, on non-public hearing items and further clarified that the Minutes constitutes the record, not the history, of legislative actions (see also Minutes page 268). CLOSURE OF BAKER STREET BETWEEN EDINGER AND STANFORD DURING SCHOOL HOURS Staff presentation by: City Manager David Ream Motion: Adopt resolution. RESOLUTION 91-083 - A resolution of the City Council of the City of Santa Ana authorizing the closure of Baker Street between Edinger Avenue and Stanford Street to vehicular traffic between the hours of 6:30 a.m. and 3:00 p.m. on days when Mater Del High School is in session - Public Works Agency CITY COUNCIL MINUTES 267 SE~-rEMBER 3, 1991 MOTION: McGuigan VOTE: AYES: NOES: ABSENT: None SECOND: Pulido Griset, McGuigan, Norton, Pulido, Richardson, Young Acosta FILE 1040 Mayor Pro Tem Pulido requested that the City Manager work with the adjacent neighborhood to resolve any traffic problems resulting from the street closure. Councilmember Acosta requested Public Works Agency Executive Director Jim Ross to provide him a copy of the State of California standards regarding the installation of street barriers. 35.B. APPLICATION - FY 92-93 STATE-LOCAL TRANSPORTATION PARTNERSHIP FUNDS Motion: Adopt resolution. RESOLUTION 91-084 - A resolution of the City Council of the City of Santa Ana authorizing the Executive Director of the Public Works Agency to apply for State-Local Transportation Partnership Program funds, and to execute an agreement for the use of such funds, on behalf of the City of Santa Ana- Public Works Agency MOTION: Richardson SECOND: McGuigan VOTE: A YES: NOES: Acosta, Griset, McGuigan, Norton, Pulido, Richardson, Young None ABSENT: None FILE 1000 Councilmember Richardson requested staff to investigate ways to improve traffic flow at French Street between Santa Ana Boulevard and Sixth Street as part of the Santa Ana Boulevard reconstruction project scheduled to begin in October 1991. RECESSED TO HOUSING AUTHORITY - 6:47 P.M. IMMEDIATELY RECONVENED - All Councilmembers present. COMMENTS CITY COUNCIL MINUTES 268 SEFrEMBl~ 3, 1991 90.A. PUBLIC COMMENTS Miles Leach reiterated his concerns that the August 19 Minutes, even as revised, did not reflect the history of the action taken by the Council in approving the Washington Square Neighborhood Traffic Protection Plan (see Minutes page 266). Kim McPeck, 1823 S. Ross, cited a lack of public notice to the Bristol Manor Neighborhood Association concerning the proposed closure of Baker Street (see Minutes page 267), noted data had not been collected regarding traffic in the affected neighborhood, and suggested additional traffic safety measures be investigated for the elementary school at Edinger and Flower Streets. Berniece Pohlmann updated the Council concerning her neighborhood's attempt to preserve large trees which were causing street and sidewalk deterioration on Forest Avenue and indicated an arborist's report would be forwarded to the City in approximately five weeks. Councilmember McGuigan expressed concern that trees recommended for removal but not removed could result in additional liability for the City. 90.C. CITY COUNCIL COMMENTS In response to an inquiry from Councilmember Norton, the Fire Chief provided the Council with a report concerning firefighters injured during a 5-alarm fire over the weekend. Councilmember Norton requested the firefighters be sent an appropriate communication expressing the Council's best wishes for their recovery. Councilmember McGuigan requested staff review the signal timing of the pedestrian crossing at Ross and Civic Center. She also noted the schedule broadcast by Comcast Cablevision concerning City events contained numerous inaccuracies and requested staff advise Comcast. Mayor Pro Tern Pulido commended Guy Ball on his recent publication, "Uncle Guy's Treasure Map to Santa Ana," indicating the map contained some 33 places to see and visit in the City. Councilmember Richardson reported he had met with a group of firefighters the previous week who expressed their approval of the removal of overnight parking in the Willard-Ross area. He requested staff provide the Council with the Code Enforcement history of two buildings: one at 1602 N. Ross Street and the second at 425 E. 16th Street. RECESSED TO CLOSED SESSION - ROOM 147 - 7:09 P.M. The Assistant Clerk of the Council announced that the City Council was recessing to Closed Session pursuant to: CITY COUNCIL MINUTES 269 SEFFEMBER 3, 1991 Government Code Section 54957.6 to meet with its designated representatives regarding labor relations matters. Government Code Section 54956.9(a) to confer with its attorney regarding pending litigation which has been initiated formally, and to which the City is a party, to wit: Hall vs. City of Santa Ana (Worker's Compensation) RECONVENED - COUNCIL CHAMBERS - 7:16 P.M. - All Councilmembers present. 70.A.
