Starboard, registered his opposition to the "Gun Buy-Back Plan" proposed by Councilmember Griset and expressed the opinion that money to be spent on that program would be better applied to reinforcing the Police Department and other crime prevention programs. Albert Martinez, 514 S. Flower, representing the Orange County Chicano Moratorium Committee, expressed his disapproval of the rededication of the Columbus Plaque in the Civic Center Plaza of the Sun and filed a written statement concerning the Moratorium's position on the matter with the Clerk. 90.C. CITY COUNCIL COMMENTS Councilmember Richardson requested that Executive Director of Recreation and Parks Allen Doby meet with him and Councilmember McGuigan regarding access to the "snack bar" at the Bolsa Little League field. Mayor Pro Tem Pulido requested staff provide a report on speed bumps as soon as feasible. Councilmember McGuigan clarified that the speed bumps to which Mayor Pro Tem Pulido was referring were more correctly called "speed undulations" and were used in Costa Mesa. She also encouraged the listening audience to attend the next meeting of the Cable Board scheduled for Tuesday, November 19, 1991 at 4:30 p.m. on the third floor of the Transit Building, 405 W. Fifth Street. Councilmember Acosta alerted the Councilmembers to an invitation they had each received to witness traffic on Santa Clara Street on Wednesday morning between the hours of 7:30 and 8:30 a.m., and requested a member of the Police Department be present with a speed detector to electronically measure the speed of approaching vehicles. He also requested that he be informed of any meetings concerning the Northwest Neighborhood traffic. CITY COUNCIL M1NUTI~ 34~ NOVEMBER 18, 1991 Councilmember Norton publicly thanked the Mayor for coming to his defense and that of the other Councilmembers at the last Council meeting by admonishing speakers on the floor to refrain from making personal attacks on Councilmembers. Councilmember Norton also offered a $1,000 reward for information regarding a mailbox fire which occurred at his residence on November 17, 1991. Mayor Young requested staff prepare a letter of opposition concerning Comcast's proposal to scramble its basic service and also requested the City's cable consultant inform him of what technology was available to measure and respond to cable theft. Councilmember Richardson noted that Comcast had not responded to his request for information regarding the impact of unscrambled cable signals on air traffic safety. The Clerk of the Council announced that the City Council was recessing to Closed Session pursuant to: Government Code Section 54956.9(a) to confer with the City Attorney regarding pending litigation which had been initiated formally to which the City was a party, to wit: Gomez vs. City of Santa Ana (Worker's Compensation) Battan vs. City of Santa Ana Government Code Section 54956.9(b)(1) regarding pending litigation of significant exposure.
