GUY, Clerk of the Council Absent: NONE ALSO PRESENT Representatives from: Garden Grove School District Orange School District Rancho Santiago College Santa Aha Unified School District Tustin School District Neighborhood Associations Press CITY COUNCIL MINUTES 353 NOVEMBER 26, 1991 COMMUNITY OUTREACH PROGRAM Redevelopment and Real Estate Manager Bob Hoffman reported that staff had held eight meetings with representatives of the City's various neighborhood associations in an effort to educate the community concerning the proposed Educational Facilities Improvement Plan and that three more meetings were scheduled. He indicated that most individuals attending the meetings had supported the Plan. Mayor Young informed the group present of two concerns which had been expressed at the community meetings and which needed to be addressed: - Redevelopment requirements for low-income housing would result in additional dwellings which would in turn result in additional students and exacerbate school overcrowding. - Labeling the entire City as a "Redevelopment Area" or "blighted" would negatively impact housing prices. The City Manager indicated these concerns would be addressed at future meetings. PLAN ADOPTION PROCESS Community Development Agency Executive Director Cindy Nelson briefly reviewed the Plan adoption process, indicating a project area committee would be formed by March, 1992 composed of representatives elected by the neighborhood associations, individuals from Parent-Teacher Associations of each school district, members of the business community, and tenants. She noted the survey area for the project was scheduled for designation by City Council on December 12, 1991. She also reported staff was currently soliciting for an environmental consultant for the Plan and would meet with representatives of the impacted taxing agencies by March, 1992. 8:05 A.M. - Councilmember Pulido left the meeting. Councilmember Richardson requested that staff provide him with the legal requirements for Project Area Committee (PAC) membership. SCHOOL DISTRICT UPDATE Nelson also informed those present that staff was currently in the process of discussing school district needs with representatives of each of the various school districts. CITY COUNCIL MINUTES 354 NOVEMBER 26, 1991 RECREATION NEEDS ASSESSMENT Parks/Landscaping Design Manager Ron Ono reported that the Recreation and Community Services Agency had engaged Economic Research Associates (ERA), an environmental planning consultant, to assist staff in delineating the City's recreation needs; and reviewed demographic and ethnic changes which had occurred in the City since 1980. He noted two of Recreation and Community Services' goals were to attain a ratio of two acres of park land per thousand residents and to modify recreation programming to respond to changing ethnicity in the City. FIRST QUARTER 1992 OBJECTIVES Nelson cited the Educational Facilities Improvement Plan objectives projected for completion by March, 1992: completion of the recreation needs assessment study, initiation of the Environmental Impact Report (EIR), completion of the list of capital improvements and fiscal requirements, formation of the project area committee, and review of housing "set aside" requirements. She noted the next meeting of the Educational Facilities Committee was scheduled for February, 1992. Mayor Young suggested the Mission Statement for the Educational Facilities Improvement Plan be modified to more succinctly capture the thrust of the Plan and requested that an information packet be developed to enhance dissemination of Plan information.
