Pacific Richard Moser, 1923 W. 17th Street Hal Gosse, 1420 E. 19th Street CITY COUNCIL MINUTE~ 12 JANUARY Comments included, but were not limited to, the following: - Support for the proposed Plan - Complaints about Plan proponents picketing and impeding traffic at Santa Clara and Flower - Confusion regarding the ballot - City irresponsibility in allowing the neighborhood, rather than traffic experts, to design the Plan - Concern that the plan benefits the minority, not the majority of citizens - Improving traffic flow rather than closing streets - Concerns that the Plan isolates rather than integrates neighborhoods - Confusion over procedures and percentages of ballots required to implement the Plan - Disappointment that renters and condominium owners were excluded from the balloting process 8:27 P.M. - Councilmember Norton left the meeting. Mayor Young requested the Police Department take any necessary action to stop traffic impedance caused by picketers. The City Manager reviewed the Traffic Plan schedule: indicating survey results would be provided to the Council on January 21, 1992, with a request that those results be forwarded to the Environmental and Transportation Advisory Committee for review and analysis. He also noted the Committee's findings would be returned to the Council in February and any improvements approved by the Council would be implemented in March. RECESSED TO CLOSED SESSION - ROOM 147 - 8:37 P.M. Motion: CLOSED SESSION REPORT Authorize settlement as follows: Alejandro Garcia vs. City of Santa Ana, in the amount of $20,000.00. COUNCIL COMMENTS Councilmember Acosta requested that staff provide him with a copy of the Floral Park Traffic Survey and any subsequent surveys distributed in the neighborhood. Councilmember McGuigan commended the Police Department for its program to reduce driving while under the influence of alcohol during the Christmas season and suggested the community would benefit should the program be a year-round effort. Councilmember Richardson requested that staff communicate the Council's action regarding opposition to the Comcast Cablevision's scrambling plan to all persons who had written the Council concerning the matter. Mayor Young requested staff develop special enforcement techniques to apprehend graffiti vandals, particularly frequent offenders. ADJOURNMENT - 8:51 P.M. Janice C.
