Also present were representatives from Rancho Santiago Community College; the Santa Ana,
Orange, Tustin, and Garden Grove Unified School Districts; various City staff members;
neighborhood representatives; and the press.
Cindy Nelson, Community Development Agency Executive Director, convened the meeting
of the Educational and Community Facilities Redevelopment Plan Committee. Nelson also
updated the Committee regarding legislative issues involving redevelopment, noting in
particular that the City of Hemet had rescinded its proposed citywide redevelopment project.

City Manager David Ream indicated that Hemet had lacked community support for its plan,
and that Santa Ana would be proceeding with its project based on supportable facts.
Nelson reported the Project Area Committee had been established, and the Preliminary
Report for the project and Environmental Impact Report (EIR) were underway, with the EIR
anticipated for completion at the end of summer.
Ron Ono, Park/Landscape Design Manager, provided a brief status report regarding the
needs assessment study for the project, indicated the study was 95 % complete, and outlined
the major recommendations of the consultants.
Representatives from the various education districts presented their capital project lists.
Councilmember Richardson requested that the list be compiled into one document and
provided to the Council.
